Job summary

Illinois State Board of Education seeks a Special Education Supervisor to oversee non-public SPED programming and residential placements, directing policy and program operations across the state. The role serves as liaison with departments and external educational bodies, aligning goals with the Agency and boards.

The position requires a strong background in SPED governance, staff supervision, and advanced communication.

Qualifications

  • Master's degree in Special Education or Pupil Personnel Services, or, a Master’s or Bachelor’s degree in Education plus two years of relevant professional experience with special education, non-public special education facilities, and cyclical monitoring.
  • Experience within the last five years in special education at the local, state or university level.
  • Experience working with special and general education teachers and administrators.
  • Experience with non-public special education facilities.
  • Experience with special education cooperatives.
  • Experience in design/implementation/delivery of professional development and technical assistance.
  • Experience managing projects and/or special assignments.
  • Experience developing written materials such as reports and guidance documents.
  • Knowledge of special education laws, rules and regulations.
  • Knowledge of non-public special education programming.
  • Ability to communicate clearly orally and in writing.
  • Proficiency in Microsoft Word, Excel and PowerPoint.
  • Ability to use a variety of database systems.

Responsibilities

  • Oversees non-public special education programming facility policies, procedures, and programming.
  • Oversees procedures related to residential room and board reimbursement approvals.
  • Coordinates with other state agencies regarding non-public special education school and residential placements.
  • Supports and oversees cyclical monitoring team and the cyclical monitoring process with LEAs, including setting team goals and timelines with districts.
  • Coordinates and oversees the accomplishment of department and Board of Education goals, and support for school districts and non-public special education facilities including serving as a liaison with other departments in the Agency and a representative of the Agency with local and national partnerships, including providing presentations.
  • Supervises staff.
  • Assists in mentoring and training new employees.
  • Plans, assigns/reassigns, prioritizes, and reviews work assignments.
  • Approves/denies use of benefit time.
  • Establishes annual goals and objectives.
  • Completes and signs performance evaluations.
  • Provides technical guidance and direction.
  • Counsels staff.
  • Presents documentation of just cause for disciplinary action to the Director of Human Resources.
  • Assists in the development or changes/revisions in legislation and rules/regulations and oversees the development of guidance documents.
  • Performs other duties as assigned.
