Job summary

United States Digital Space LLC is seeking a Sourcing Manager, CAPEX (Starlink), to drive capital purchases and consumables. You will collaborate with internal partners and suppliers to optimize cost, quality and delivery for Starlink programs.

Based in Bastrop, TX, this on-site role requires strong Negotiation, budgeting and analytics skills, and the ability to move quickly in a fast-moving space program.

Qualifications

  • Bachelor's degree or equivalent experience in engineering, purchasing, or related field.
  • 5+ years in one or more listed areas or 9+ years in lieu of degree.

Responsibilities

  • Collaborate with internal stakeholders to design sourcing and cost management for capital purchases.
  • Analyze production equipment tech to spot cost, space, and process improvements using data.
  • Negotiate to maximize value, reduce costs, and improve delivery priority while lowering risk.
  • Manage project budgets and capitalization plans focusing on Total Cost of Ownership.
  • Research markets, benchmark categories, and gather supplier insights.
  • Report equipment status to leadership with schedules, risks, and mitigation.
  • Monitor spend, assess budget risk, and provide clear financial guidance.
  • Develop sourcing strategies to cut cost and align terms with company goals.
  • Build cross-functional relationships and drive consensus across teams.
  • Onboard new suppliers to support dynamic Starlink program needs.
  • Coordinate with vendors for setup, installation, maintenance support.
  • Process POs and manage escalation in the purchase-to-pay workflow.

SOURCING MANAGER, CAPEX (STARLINK)

At the company we’re leveraging our experience in building rockets and spacecraft to deploy Starlink, the world’s most advanced broadband internet system. Starlink is the world’s largest satellite constellation and is providing fast, reliable internet to millions of users worldwide. We design, build, test, and operate all parts of the system – thousands of satellites, consumer receivers that allow users to connect within minutes of unboxing, and the software that brings it all together. We’ve only begun to scratch the surface of Starlink’s potential global impact and are looking for best-in-class engineers to help maximize Starlink’s utility for communities and businesses around the world.


This role will enable the production of our customer-facing products, while interfacing closely with key internal stakeholders. We are looking for individuals who can think outside the box to achieve company objectives regarding value and partnerships with our suppliers. Our organization moves quickly, and you must too. the company has the unique ability and desire to influence and shape suppliers to be better with us as we challenge our supply chain on cost, quality and delivery. This individual will support capital and consumables purchases for the Starlink program.


RESPONSIBILITIES:


  • Work directly with key internal stakeholders to develop and implement sourcing and cost management strategies that support capital purchases and production consumables

  • Understand the technical aspects of production equipment to identify opportunities for cost, space, and process optimization and use data analytics to identify and parse process related opportunities

  • Utilize negotiations to maximize value, cost savings and priority in terms of delivery for the company while lowering risk

  • Build and own overall project budgets, compile funding requests, and generate capitalization plan based on project timeline focusing on Total Cost of Ownership (TCO) of the categories managed

  • Conduct research, perform benchmarking, and gather market analysis for assigned categories

  • Communicate overall equipment status to the management team including schedules, risks and mitigation actions and respond quickly to changes to the overall goals, schedule, and architecture

  • Track and report projected and actual spend, assess budgetary risk, and provide clear budgetary analysis to enable timely management team decision making

  • Create sourcing strategies to reduce risk, enable continuous cost reduction and align with company strategy on payment terms, cash targets, on time delivery and cost savings

  • Build genuine relationships both internally and externally and drive cross-functional teams to achieve consensus

  • Source and onboard new suppliers to serve dynamic program with rapidly evolving business needs

  • Work with supply base to ensure support from vendors regarding setup, installation, repairs and maintenance

  • Execute purchase orders and manage escalation process for “purchase to pay” issues


BASIC QUALIFICATIONS:


  • Bachelor's degree and 5+ years of experience working in one or more of the following; OR 9+ years of experience working in one or more of the following in lieu of a degree:

  • Engineering

  • Purchasing

  • Contract negotiation

  • Material or production planning

  • Operations or supply chain management

  • Material cost control

  • Master production scheduling


PREFERRED SKILLS AND EXPERIENCE:


  • 3+ years experience with capital expenditure purchasing

  • Experience with purchasing for more than one category

  • Extensive project management and organizational skills

  • Experience managing large scale capital projects

  • Remarkable problem solving skills with a bias for speed

  • Quick learner and ability to prioritize appropriately to meet customer and company needs

  • Excellent customer service skills

  • Effective written, verbal, and presentation communication skills

  • Exceptional analytical and organizational skills

  • Strong technical knowledge of MS Office Suite

  • Ability to conduct all activities with the highest degree of integrity

  • Detail-oriented, self-motivated and able to respond quickly to a fast-moving and ever-changing environment


ADDITIONAL REQUIREMENTS:


  • Ability to travel and communicate outside of work hours - up to 50% work week travel may be required, including international travel

  • Willingness to work long hours and weekend when needed to meet critical deadlines

  • This position is based in Bastrop, TX and requires being onsite
