Job summary

Qualifications

• Two years of increasingly responsible experience in Solid Waste Management with administrative and supervisory responsibilities.
• High School Diploma or GED within one year of employment.
• Possession of a valid Texas Driver’s License.
• Possession of a valid Texas Class A CDL.
• Possession of, or ability to obtain within one year, a Class C Solid Waste Management Certification.

Responsibilities

• Organize and schedule refuse collection activities such as commercial solid waste removal, residential collection, and container repair and maintenance.
• Assist in planning new collection routes and revising existing routes to meet workload demands and provide efficient service.
• Assist in the selection, training, and evaluation of staff.
• Monitor the condition and maintenance of solid waste collection vehicles including mechanical compactors and lifting mechanisms.
• Order necessary equipment and supplies.
• Supervise employee training and safety programs.
• Maintain records and develop reports concerning program effectiveness and efficiency.
• Assist in preparation and administration of Solid Waste Division budget.

DEFINITION

To coordinate and implement specific solid waste collection activity; to supervise either commercial or residential refuse collection activities; and to assist in solid waste program development.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Solid Waste Superintendent.
Exercises direct supervision over solid waste collection personnel.

ESSENTIAL JOB FUNCTIONS

• Organize and schedule refuse collection activities such as commercial solid waste removal, residential collection, and container repair and maintenance.


• Assist in planning new collection routes and revising existing routes to meet workload demands and provide efficient service.


• Assist in the selection, training, and evaluation of staff.


• Manage inventory of plastic garbage bags.


• Monitor the condition and maintenance of solid waste collection vehicles including mechanical compactors and lifting mechanisms.


• Order necessary equipment and supplies.


• Supervise employee training and safety programs.


• Maintain records and develop reports concerning program effectiveness and efficiency.


• Assist in preparation and administration of Solid Waste Division budget.


• Perform related duties as assigned.

PHYSICAL REQUIREMENTS

For indefinite periods of time - mobility within an office and field environment; exposure to mechanical, fume, and odor hazards; exposure to extreme cold and heat; sitting; seeing; standing; stooping; walking; reading; decision making; reaching above shoulder level; lifting and carrying up to 40 pounds; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person and by two-way radio; fine finger manipulation; operating a motor vehicle through city traffic.

QUALIFICATIONS

Knowledge of:

• Methods, procedures, and practices of solid waste collection.


• City streets and thoroughfares.


• Effective procedures and techniques of routing, scheduling, and work management.


• Occupational hazards and safety procedures related to solid waste collection and transportation.


• Machinery, equipment, and supplies necessary for operation of a municipal solid waste program.

Ability to:

• Plan, schedule, and coordinate refuse collection routes.


• Assist in the selection, supervision, training, and evaluation of staff.


• Assist in the preparation and administration of a budget.


• Communicate clearly and concisely, both orally and in writing.


• Operate a personal computer, calculator, and two-way radio.


• Establish and maintain effective working relationships with those contacted in the course of work.

TRAINING AND EXPERIENCE

Two years of increasingly responsible experience in Solid Waste Management with administrative and supervisory responsibilities. Possession of, or ability to obtain within one year, a High School Diploma or GED.

LICENSES AND CERTIFICATES

• Possession of a valid Texas Driver’s License.
