Job summary

Qualifications

  • Bachelor's degree in environmental science, public administration, or business administration.
  • Seven years of managerial experience in solid waste operations with at least four years of supervisory experience.
  • For Vehicle Maintenance Division: degree as above with seven years in vehicle/fleet and heavy equipment maintenance, including four years supervisory experience.

Responsibilities

  • Plan, direct, manage and oversee activities and operations of an assigned division within Solid Waste.
  • Monitor and evaluate efficiency of service delivery methods and procedures.
  • Coordinate with other divisions, departments and outside agencies; provide administrative support to the Solid Waste Director.
  • Develop and implement division goals, budgets, staffing levels and priorities.
  • Respond to citizen inquiries and ensure high-quality service delivery.
  • Supervise staff, provide training, and administer performance management and disciplinary actions.
  • Oversee division budget, forecast funds, approve expenditures, and adjust as needed.
  • Represent the division to other divisions, departments and outside agencies.

Position Summary

Plan, direct, manage and oversee the activities and operations of an assigned division within the Solid Waste Department; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; coordinate assigned activities with other divisions, departments and outside agencies and provide highly responsible and complex administrative support to the Solid Waste Director.

Essential And Supplemental Functions
ESSENTIAL FUNCTIONS:
  • Assume full management responsibility for assigned division services and activities working through the department of Solid Waste; recommend and administer policies and procedures.
  • Manage the development and implementation of division goals, objectives, policies and priorities for each assigned service area.
  • Establish, within departmental policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
  • Plan, direct and coordinate, through subordinate level staff, assigned division's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
  • Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
  • Respond to citizen complaints, questions and inquiries; investigate and resolve solutions to complaints as necessary.
  • Supervise and direct the development and implementation of special projects and programs including critical evaluation of objectives and writing special use reports.
  • Select, train, motivate and evaluate assigned division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Oversee and participate in the development and administration of the assigned division budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Explain, justify and defend division programs, policies and activities; negotiate and resolve sensitive and controversial issues.
  • Represent assigned division to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations.
  • Provide staff assistance to the Solid Waste Director; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
When assigned to the Collections, Clean City, or Encampments Division:
  • Assume full management responsibility for assigned division services and activities; include residential and commercial collection, weed and litter abatement; graffiti removal; median maintenance and planning; recommend and administer policies and procedures.
SUPPLEMENTAL FUNCTIONS:
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of solid waste management and operations.
  • Perform related duties and responsibilities as required.
Minimum Education, Experience And Additional Requirements

Bachelor's degree from an accredited college or university in environmental science, public administration, or business administration; and Seven (7) years of managerial experience in solid waste operations; and To include (4) years of supervisory experience.

When Assigned To Vehicle Maintenance Division

Bachelor's degree from an accredited college or university in environmental science, business administration, or public administration; and Seven (7) years of managerial experience in vehicle/fleet maintenance and commercial and heavy equipment maintenance; and To include (4) years of supervisory experience.

Additional Requirements

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a valid City Operator's Permit (COP) within six (6) months from date of hire.

When Assigned To The Collection Division

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a valid City Operator's Permit (COP) within six (6) months from date of hire.

Possession of a Solid Waste Association of North America (SWANA) Managing Solid Waste Collections System Certification preferred.

Working Conditions

Environmental

Office and field environment; exposure to noise and inclement weather; fumes, gas, dust, grease, smoke, potentially hazardous chemicals; slippery or uneven surfaces; exposure to computer screens.

Physical

Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods; travel from office to sites.
