Job summary

Apogee Engineering is seeking a Program Manager I to support mission-critical NC3 software modernization, deployment, and training development for Air Force and USSTRATCOM.

This on-site role at Offutt AFB in Omaha requires extensive experience in operational testing, training development, and Agile/DevOps practices to drive capability delivery and effective user training across multiple stakeholders.

Qualifications

• Citizen of the United States with TS/SCI clearance or ability to obtain one.
• Bachelor's Degree required; additional DoD certifications a plus.
• Minimum 12+ years of relevant experience, including 5+ years with DoD.

Overview

Apogee has an exciting new opportunity for a Software Test & Evaluation Engineer to support mission‑critical software modernization, deployment, and training development efforts for the Air Force Nuclear Weapons Center and U.S. Strategic Command (USSTRATCOM).

This role involves advancing mission planning and execution capabilities for strategic deterrence through Agile/DevOps practices, continuous integration/delivery methodologies, and development of operational training materials. The contractor will be engaged in evaluating and training operational organizations, enhancing the interoperability and reliability of strategic weapon systems while contributing to planning documents, test and evaluation strategies, and rapid technology fielding efforts throughout SMPES capability development. Additionally, the contractor will engage directly with the Program Management Office (PMO), developers, and users to define user training requirements and produce training materials for each developed capability. This is a unique opportunity to work on mission‑critical NC3 software and systems that shape national defense strategies, collaborating with diverse DoD and government partners to drive innovation and operational excellence in support of the strategic enterprise.

This is a full‑time position located on‑site at Offutt AFB in Omaha, Nebraska.

Responsibilities

• Provides test support during all phases of SMPES software and system(s) modernization.
• Evaluates, in coordination with users and developers, delivered software capabilities against operational mission tasks and responsibilities.
• Develops and maintains SMPES test plans, test strategies, and related products to support USSTRATCOM J56 testing priorities and capability delivery objectives.
• Provides operational test and training expertise to USSTRATCOM J56 leadership, Functional Management Office (FMO) Test and Training leads, and other stakeholders supporting SMPES capability development, modernization, and test execution.
• Supports SMPES Product Owner for all system development and modernization efforts in support of the USSTRATCOM J56 SMPES Playbook.
• Develops operational scenarios, in coordination with the PMO, for use during all training and test events.
• Provides operational test expertise to the FMO and PMO during development and production of Test Plans.
• Produces after‑action reports for SMPES test events for USSTRATCOM J56.
• Attends meetings (e.g., Discrepancy Reviews, Sprint Reviews, Product Owner meetings) as required to support SMPES capability development and modernization.
• Provides operational training expertise during SMPES capability development.
• Drafts, reviews, and produces operational training materials for all SMPES capability development and modernization.
• Updates current SMPES training materials to ensure all operational materials reflect current software releases and sprints.
• Provides training on SMPES capabilities to operational user organizations.
• Authors briefings and papers as required to support USSTRATCOM J56 Test and Training leadership.

Qualifications

Minimum Experience:

Citizenship: Must be a US citizen

Clearance: Must have and be able to maintain a TS/SCI level clearance

Education: Bachelor's Degree

Years of Experience: 12 or more years of relevant experience, including 5 years of DoD experience
