Job summary

Halvik Corp seeks an Applications Programmer (Mid-Level .NET/C# Developer) to build, modernize, and maintain web applications supporting the FHWA Office of Policy. You will work on TMAS, HPMS, PIDP, and ITIP platforms, delivering robust web apps with C#/.NET in Azure.

Role includes SDLC participation, legacy modernization, Azure PaaS migrations, automated testing with Playwright, and Azure DevOps pipelines. Contribute to national transportation policy through IT solutions.

Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related field.
  • 7+ years of professional IT experience, with at least 5 years in software development and applications programming.
  • 5+ years developing enterprise web apps with C# and .NET; upgrading to .NET Core/10.
  • 3+ years writing complex SQL; working with SQL Server or Oracle; LINQ experience.
  • Proficient with Git and collaborative branching/merging strategies.
  • 2+ years in Agile software development; participating in sprints and translating stories to specs.
  • Knowledge of JSON/XML formats for data interchange.
  • Experience with IIS v10 and Windows Server environments.
  • Analytical, troubleshooting, and debugging skills; strong documentation.
  • Excellent written and verbal communication with stakeholders.

Responsibilities

  • Participate in all SDLC phases in an Agile environment from requirements to deployment.
  • Analyze business applications and design robust, reusable software tools and subsystems.
  • Maintain and expand automated testing with Playwright for regression and integration tests.
  • Modernize legacy apps; upgrade to newer .NET frameworks and cloud hosting.
  • Perform peer code reviews and ensure code quality, security, and design adherence.
  • Collaborate with developers, DBAs, architects, and stakeholders to translate requirements into IT solutions.
  • Develop and maintain technical docs including architecture, designs, and DB schemas.
  • Support deployments and provide maintenance assistance outside core business hours when needed.

Position Overview

Halvik is seeking an Applications Programmer (Mid-Level .NET/C# Developer) to build, maintain, and modernize internal and external web-based applications supporting the Federal Highway Administration (FHWA) Office of Policy. The successful candidate will become an integral part of our IT solutions team of developers, providing specialized technical support for key agency platforms such as the Travel Monitoring Analysis System (TMAS 3.0), the Highway Performance Monitoring System (HPMS 9.0), the Policy Information Data Portal (PIDP), and the Integrated Transportation Information Platform (ITIP).

This role focuses on delivering robust, high-performance web applications using C# and modern .NET frameworks (up to .NET 10) hosted in Microsoft Azure environments. The programmer will participate in the complete Software Development Life Cycle (SDLC), assisting in legacy system modernization, migrating applications to Azure Platform-as-a-Service (PaaS), implementing automated testing with Playwright, and streamlining deployment pipelines within Azure DevOps. This is an exciting opportunity to contribute to systems that track the health and usage of America's roads and inform national transportation policy and funding.

Core Responsibilities
  • Participate in all phases of the Software Development Life Cycle (SDLC) in an Agile development environment, from initial user story grooming and requirements gathering to code implementation, testing, and production deployment.
  • Analyze functional business applications, user needs, and complex design specifications to design robust, reusable software tools, controls, and subsystems that support software reuse and domain analysis.
  • Conduct thorough quality assurance reviews, debugging, and testing. Maintain and expand automated testing suites, utilizing modern tools like Playwright to conduct automated regression, integration, and post-deployment smoke tests.
  • Review existing legacy applications (such as older .NET Framework and ASP.NET Webforms versions) and assist in making refinements, reducing operating and processing times, optimizing database queries, and upgrading systems to modern frameworks (such as .NET 8, 9, or 10).
  • Perform collaborative peer code reviews, evaluate new and existing software products, and validate the work of other technical team members to ensure code quality, security, and strict adherence to design specifications.
  • Collaborate closely with other application developers, database and systems administrators, Solutions Architects, and client stakeholders to translate complex business requirements into high-performing, secure IT solutions.
  • Develop and maintain comprehensive technical documentation, including system architectures, component designs, interface specifications, and database schemas to ensure long-term maintainability and supportability.
  • Adhere to established project schedules and performance metrics, proactively identify and resolve technical hurdles, elevate critical issues to project management, and assist in system deployments (providing occasional maintenance support outside normal core business hours).
Minimum Requirements
  • Education: Bachelor's degree (BS) in Computer Science, Information Systems, Engineering, Business, or another related scientific, technical, or functional discipline.
  • Overall Experience: A minimum of 7 years of professional IT experience, of which at least 5 years must be specialized experience in software development and applications programming.
  • C# & .NET Expertise: 5+ years of hands‑on experience developing enterprise web applications utilizing C# and Microsoft .NET technologies. Candidates must demonstrate deep C# code knowledge-including extensive experience with LINQ for data manipulation and querying-and experience in upgrading frameworks, including .NET Core, .NET 8, and modern versions up to .NET 10.
  • Database Proficiency: 3+ years of experience writing complex SQL queries, designing database schemas, and working with relational databases such as Microsoft SQL Server or Oracle and bridging database interactions using LINQ.
  • Version Control: Proficient with version control systems (such as Git), including collaborative branching and merging strategies for managing source code.
  • Agile & SDLC: 2+ years of experience working within an Agile software development environment, participating in sprint rituals (standups, planning, retrospectives) and translating user stories into technical specifications.
  • Data Formats: Proficient with standard web data interchange and integration formats, including JSON and XML.
  • Web Hosting: Experience working with Microsoft Internet Information Services (IIS v10) and Windows Server (2016, 2019, 2022) operating environments.
  • Analytical Capabilities: Excellent analytical, troubleshooting, and debugging capabilities to isolate and resolve complex software defects and system performance bottlenecks.
  • Communication Skills: Effective written and verbal communication skills, including the ability to write clear technical documentation and coordinate with technical and non-technical stakeholders.
Preferred Expertise
  • Azure Cloud Technologies: Experience implementing applications in Microsoft Azure Cloud Environments, specifically utilizing Azure App Services, Azure Functions, Azure SQL Managed Instance, and Azure Dedicated SQL Pool.
  • Modern UI & Component Libraries: Hands‑on experience building interactive web interfaces using Blazor (particularly Blazor Server/WebAssembly) and UI component suites such as Syncfusion Blazor, Syncfusion XlsIO, or Telerik UI (for ASP.NET Core, Blazor, or jQuery).
  • Test Automation: Experience with automated browser-based testing frameworks, specifically implementing, converting, or running integration/smoke test suites in Playwright (replacing legacy Selenium tests).
  • DevOps & CI/CD Pipelines: Familiarity with configuring, documenting, or maintaining automated CI/CD build and deployment pipelines and branch management strategies in Microsoft Azure DevOps (ADO).
  • Federal Systems Support: Prior experience supporting federal IT projects, specifically for the Department of Transportation (DOT) or the FHWA Office of Policy, with familiarity in reporting systems (e.g., TMAS, HPMS, PIDP, ITIP).
  • Enterprise Reporting Tools: Experience developing structured and analytical reports using Telerik Reporting.
  • Professional Certifications: Industry certifications, specifically Microsoft Certified: Azure Developer Associate, are highly preferred.
  • AI Implementation: Experience in utilizing Google Gemini and Notebook AI models to streamline work processes and products.
