Job Description
The Specialist II has advanced knowledge within designated Information Technology (IT) area of responsibility that is applied to broad and diverse assignments and associated requirements. This role plans and coordinates activities related to the design, development, implementation and integration of IT solutions. The Specialist II analyzes, evaluates, and recommends innovative solutions. The Specialist II applies proven communication, analytical, and problem-solving skills to help identify, communicate, and resolve issues in order to maximize the benefit of IT systems. Individuals in this position typically provide expertise and planning to a number of clients by overseeing, coordinating, and implementing medium to complex IT projects. This position may lead and guide other IT staff.
• Provide project leadership to ensure that project deliverables and schedules are met by technical resources; manage escalation to the appropriate IT resource management when needed; provide feedback to technical resource manager on the performance of technical staff
• Translate customer and business requirements into practical and affordable solutions; minimize customizations
• Monitor and communicate the financial aspects of each project, such as review billing charges, mitigate budget, and actual variances
• Facilitate evaluation and vendor selection of business solutions using established selection methodology when applicable
• Participate with cross-functional team members in issue identification, process impacts, and solution development discussions to optimize end-to-end solutions
• Leverage outside vendors, contractors, technical teams, and other departments to drive for results

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Key experience areas (experience with):
•Microsoft 365 Applications in GCC High Tenant including but not limited to SharePoint Online, Power Automate, Power Apps, Power Pages, PowerBI, Dataverse, and Data Compliance tools across on-premises, Azure/O365 cloud, and hybrid configured environments
•Transforming legacy SharePoint workflows (SharePoint 2016/SharePoint Designer) to modern Power Automate flows, leveraging JSON and diverse data types
•SharePoint Subscription Service
•Government Compliance, Data Security, and NIST 800-171 Risk Compliance Standards
oA knowledge of CMMC framework and NIST 800-171 controls is a plus

Application Configuration and Support
• Analyze complex processes, identify areas for improvement, and recommend solutions
• Complete technical service requests and provide continuous business application support for application software and legacy systems
• Help to define, analyze, develop, implement, and document new systems, customized programs, and databases to meet business needs
• Help to upgrade and implement application software
• Assist application owners in the development of test scripts, policies, and procedures
Customer Engagement
• Typically, responsible for one or more applications in a single functional area
• Function as the primary driver of the client relationship
• Overall management, perform or monitoring of the scope, schedule, change requests, request tracking systems, status reports and interfaces to IT support teams, stakeholders and application owners
• Engage the Development Manager, Solution Analyst and/or other subject matter experts (SME), as needed, to provide guidance for requests from the customer for new solutions or changes to existing solutions
• Understand customer requests, provide guidance with documenting requirements (Business, Functional Design and Testing) and gain customer approval for development activity
• Understand the technical environment supporting the applications(s) and engage the application owner for any IT driven changes, upgrades or other interactions
• Demonstrate sufficient and ongoing understanding of IT practices and processes to provide guidance and support in adhering to IT strategy and methodologies while ensuring alignment to Fluor’s core strategies
Enterprise Architecture
• Maintain application roadmaps (versions, end of life, etc.)
• Create and distribute enterprise architecture diagrams and metrics reports, and maintain IT Architecture knowledge objects
• Prepare and maintain schedules for status activities in IT enterprise architecture group
• Recommend system changes and enhancements
• Conduct risk assessments of proposed IT solutions (as part of the IT governance process)
Quality Assurance (QA) Testing
• Develop and design clear, concise, detail-oriented test plans/cases specific for different computer software programs
• Identify and facilitate issue resolution with functional and technical groups
• Manage software beta test programs
• Apply knowledge of methods, QA tools, and processes used in quality assurance of software programs
• Document test results
Application Development and Configuration
• Provide support, maintenance, enhancements, new release implementation, and new development for the Fluor
Application Implementation
• Perform analysis, design, programming, and testing of new custom development
• Conduct impact analysis of proposed system changes and new application releases
• Provide production support of the implemented solution, including on-call /off-hours support
Preferred Qualifications
• Accredited degree or global equivalent in Business, Management, Computer Science, Engineering, Systems Analysis, or related discipline
• Literate in multiple business domains
• Ability to communicate and persuade all management levels and thrive in a cross-functional environment
• Strong written and verbal communication skills
• Strong interpersonal skills in areas such as teamwork, facilitation, and negotiation
• Excellent analytical, technical, planning, and organizational skills
Salary Range
102,000 to 184,000
Market Rate
The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
