Job summary

CACI International is seeking a SOF Targeting Analyst – OSINT to provide expert intelligence analysis across PAIs, CAIs and dark web for SOCCENT and JIIM partners, supporting SOFETOPS.

You will coordinate with DoD and interagency teams, deliver integrated intelligence products, and mentor others. The role requires TS/SCI, willingness to poly, and 6+ years in targeting and OSINT/cyber domains.

Qualifications

  • Current TS/SCI clearance required.
  • Willing to take a polygraph.
  • Bachelor’s degree with 7+ years’ experience.
  • 6+ years in TF targeting lines of effort (TDNA/DNEA) or MOS equivalent.
  • Experience in dark web, SIGINT, HUMINT, OSINT, or Cyber Analysis.
  • Strong OPSEC and source validation practices.
  • Experience with Joint/SOF targeting and intelligence analysis.
  • Familiarity with databases used in the F3EAD cycle for intelligence products.
  • Minimum 3 years in intelligence coordination roles within TF elements/TSOC/GCC.
  • Bachelor’s with 3+ years or Associate with 5+ years may be considered.
  • Mentoring intelligence analysis methodologies.

Responsibilities

  • Provides analysis of PA I/CAI, signals intelligence, cyber data and supports day-to-day staff functions.
  • Conducts dark web research and multi‑intelligence production (SIGINT, HUMINT, OSINT, Cyber).
  • Identifies data leaks, breaches, dark web marketplaces and emerging cyber threats.
  • Produces integrated intelligence products combining dark web insights with other reporting.
  • Offers senior-level Intelligence Analysis expertise for multi‑disciplinary fusion.
  • Coordinates requirements across DoD and interagency partners.
  • Curates and supports counter‑threat data repositories and tracks trends.

The Opportunity

As a CACI SOF Targeting Analyst - OSINT, you will provide unique expertise from tactical to strategic level in support of Special Operations Command Central (SOCCENT) and Joint, Interagency, Intergovernmental, and multinational (JIIM) Strategic Partners and its community of interest (COI) across the Special Operations Forces Emerging Threat, Operations and Planning Support (SOFETOPS) enterprise.

You will be responsible for employing and integrating cutting‑edge intelligence analysis tools and technology across multiple disciplines and providing operational insight to senior military and US Government leaders. You will incorporate Metadata, Publicly Available Information (PAI), and Commercially Available Data (CAI) into intelligence products. You will coordinate operational and analytical requirements between and through multiple US Government entities and support the development of analytic functions, analytical services, infrastructure, and expertise to assist the government in day‑to‑day staff support functions and operations against Counter External State Actors (ESA)/AKA Maligned State Actors (MSA), Counter Terrorism (CT), Counter Transnational Criminal Organizations (TCO), and Counter Threat Networks (CTN), in accordance with Special Operation Command (SOCOM) priorities and the National Defense Strategy (NDS).

Responsibilities

Duties will include but are not limited to:

  • Provides analysis of Publicly Available Data and Commercially Available Data (PAI/CAI), signals intelligence, cyber, including the execution of analytic functions, the performance of analytical services, and providing expertise to assist the government in day‑to‑day staff support functions.
  • Conduct dark web research and analysis in support of multi‑intelligence production (SIGINT, HUMINT, OSINT, Cyber).
  • Identify and assess data leaks, breaches, dark web marketplaces, and emerging cyber threats.
  • Produce integrated intelligence products that combine dark web insights with signals, human, and cyber intelligence reporting.
  • Provides specialized senior‑level expertise in Intelligence Analysis to support the execution of multi‑disciplinary intelligence fusion activities and support the SOFETOPS mission.
  • Performs tools‑based data management and supports integration across the greater enterprise.
  • Conducts ongoing requirements analysis of theater‑specific operations.
  • Collaborates and coordinates with DoD and interagency Partners to provide flexible, real‑time solutions to emerging threats.
  • Curates and supports the development of a counter‑threat data repository.
  • Identifies trends in threat development to anticipate future capabilities and reduce costs for the government.
Qualifications
Required
  • Current Top Secret/SCI Security Clearance.
  • Must be willing to take a Poly.
  • Bachelor’s degree with 7 years’ experience.
  • 6+ years of experience working in the role of TF targeting lines of effort, Target Digital Network Analyst (TDNA), Digital Network Exploitation Analyst (DNEA), or MOS equivalent depending on service.
  • Experience in dark web, SIGINT, HUMINT, OSINT, or Cyber Analysis.
  • Strong knowledge of OPSEC and rigorous source validation practices.
  • Experience working with Joint/SOF organizations in targeting, intelligence analysis, and/or supporting operations.
  • Ability to demonstrate knowledge of databases used in the F3EAD cycle and in developing intelligence products.
  • Minimum of 3 years of experience in intelligence coordination roles of responsibility within a tactical or operational command (TF element, TSOC, GCC).
  • We will also consider candidates with a bachelor’s degree and three years of experience or an associate degree and five years of experience. Completion of military training in a relevant area, such as JCAC (Joint Cyber Analysis Course), may be considered towards the relevant experience requirement.
  • Experience mentoring or instructing intelligence analysis methodologies.
Desired
  • Knowledge of dark web forums, marketplaces, and communication channels.
  • Proficiency with specialized research tools, SIGINT systems, and cyber platforms.
  • Familiarity with blockchain analysis and cryptocurrency tracking.
  • Experience with data visualization and analytic tools (e.g., Kibana, Elasticsearch).
  • Scripting skills (Python, R).
  • Language proficiency (Farsi, Arabic).
  • Must be able to identify the Commander’s requirements, critically assess and choose analysis techniques, then query, merge, enrich, evaluate, and fuse your findings within multiple databases to attain and share insights.
  • Be comfortable working as part of a team, working with government, military, and contractor personnel to develop shared understandings of intelligence needs, mission relevance, and areas of expertise.
  • Must be comfortable engaging with senior leaders via briefings while also capable of distilling, documenting, and contextualizing your findings, including any new tradecraft that you develop with teammates, stakeholders, and intelligence consumers.
  • Forward‑leaning individual excited to be involved in developing new tradecraft, working with unique datasets, and developing TTPs as technologies evolve to enable operational effects and inform senior leadership decisions.
