Job description

Under general supervision, assesses client needs and develops treatment plans in various social service functions.

Note: This list will be used to fill current or future vacancies in In-Home Supportive Services (IHSS) or Adult Protective Services (APS) within the Social Services Agency, Department of Aging & Adult Services (DAAS). Social Worker II positions in these departments serve elder, disabled, and/or dependent adults.

In the IHSS program, Social Worker II's may be assigned to case carrying, evaluating, and assessing yearly service needs based on Medi-Cal, Medicare, and SSI eligibility. Candidates must be able to conduct field visits for initial and yearly reevaluations.

In the APS program, Social Worker II's may assess and document reports on elder or dependent adult abuse and neglect, investigate allegations, and document case-related activities. Critical thinking skills and the ability to develop professional partnerships with multidisciplinary teams, county and community programs, and law enforcement are highly desired. A Master's Degree in Social Work is preferred for APS positions.

Bilingual candidates and those with cultural competency in serving diverse backgrounds (Latino, African, Asian) are encouraged to apply. Fluency in languages such as Vietnamese, Mandarin, Russian, Spanish, Cantonese, Farsi, and Hindi should be specified in the application. Fluency will be tested, and passing the language exam is a condition of employment.

Hired candidates may be eligible for a sign-on bonus of up to $5,000, subject to change. Salary increases are scheduled for June 23, 2025 (4%) and June 22, 2026 (4%). Additional benefits include paid differentials for bilingual or assignment-specific skills.

Key Responsibilities:
  • Manage caseloads across various programs including APS, CalWorks, SSI Advocacy, IHSS, DFCS, and CCS.
  • Investigate abuse and neglect allegations, including those involving minors and elders; determine necessary actions such as child removal when applicable.
  • Develop treatment plans, follow cases through to resolution, and collaborate with other agencies and professionals.
  • Maintain effective case relationships, communicate effectively, and document case activities timely.
  • Interpret rules, regulations, and policies to clients and the public.
  • Utilize community resources to assist clients.
  • Prepare legal and court documents, evaluate compliance, and testify in court or administrative hearings.
  • Recruits and evaluates foster and adoptive placements, conducts field visits, and transports clients as needed.
  • May be assigned as a Disaster Service Worker.
Additional Program-Specific Duties:
  • DAAS: Evaluate and assess yearly service needs, conduct field visits, and assess new applicants.
  • DFCS: Assess danger and risk, evaluate family needs, and finalize foster/adoptive placements.
Qualifications:

Master's degree in Social Work or related field and two years of social work experience, OR a Bachelor's degree and four years of experience. Substitute graduate training for experience on a year-for-year basis. A valid California driver’s license is required.

Knowledge & Skills:
  • Principles and techniques of social work, family systems, community resources, and relevant laws.
  • Effective interviewing, intervention, and case management techniques.
  • Computer skills including word processing, spreadsheets, and databases.

Ability to establish rapport, work cooperatively, interpret laws, prepare reports, manage caseloads, and respond to clients' cultural values.
