The Cumberland County Department of Social Services invites applications for a Program Administrator I in the Children Services Division. This leadership role develops, implements and monitors program standards, oversees compliance with fiscal policies, and guides a team to ensure child safety across assessments, in-home services, permanency planning, licensing and adoptions.

Qualifications

  • Master's degree in social work and four years of social work or counseling experience, two of which were supervisory; or bachelor's degree in social work and five years of social work or counseling experience, two of which were supervisory; or bachelor's degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and six years of social work or counseling experience, two of which were supervisory.
  • Experience in or knowledge of Child Welfare funding, Adoptions, Licensing, congregate care for youth and Medicaid Eligibility requirements preferred.
  • Thorough knowledge of casework supervision, social work principles, and public administration; supervisory and staff management skills.

Responsibilities

  • Plan programs to meet the needs of a multi-problem client population and interpret data in alignment with policy; project budget impact and develop policies accordingly.
  • Monitor coding of social work time to ensure fiscal policy compliance related to Child Protective Services Assessments, In-Home Services, Permanency Planning, Congregate Care, Medicaid Eligibility and Foster Home Licensing/Adoptions.
  • Develop and implement mechanisms to generate management reports reflecting program and staff effectiveness, fiscal accountability, and quality assurance measures.
  • Supervise and manage a section of the Children Services Division, including up to 8 Social Work Supervisor III staff and support personnel.

Position OverviewThis position is located in the Children Services Section.Examples of DutiesThe purpose of this position is to develop, implement, monitor and supervise program compliance and monitor program standards within the Children’s Services Division of the Cumberland County Department of Social Services. This position will monitor coding of social work time to ensure compliance with fiscal policies related to the activities of Child Protective Services Assessments, In-Home Services, Permanency Planning, Congregate Care, Medicaid Eligibility and Foster Home Licensing and Adoptions. This position will be a part of the Management Team for the Children Services Division.This Program Administrator I will plan programs that meet the needs of a multi-problem client population; requiring the ability to interpret data in alignment with existing policy and procedures; ability to project impact on budget; and ability to assess the need for developing and implementing different policies and procedures. When statutory requirements change which affect specific programs planning is essential if client needs are to be met. This person will also develop programs consistent with statute and state policy and procedure; revise policies to meet the needs of children and families when changes occur; advocate for legislation that would strengthen programs that already exist or would allow for the development of programs to meet specific needs. This position is responsible for ensuring that staff make decisions that ensure child safety while following all federal, state, and local policies.This person will initiate and participate in the development and implementation of mechanisms to generate management reports which reflect program and staff effectiveness, such as practice standards, reporting system, fiscal accountability, and other quality assurance measures.This person has direct responsibility for supervision and management of a section of the Children Services Division to include a staff of up to 8 Social Work Supervisor III’s and support staff.Minimum QualificationsMaster's degree from an accredited school of social work and four years of social work or counseling experience, two of which were supervisory; or bachelor's degree in social work and five years of social work or counseling experience, two of which were supervisory; or bachelor's degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and six years of social work or counseling experience, two of which were supervisory; or an equivalent combination of training and experienceAdditional Training/Experience: Experience working in or knowledge of Child Welfare funding, Adoptions, Licensing, congregate care for youth and Medicaid Eligibility requirements preferred.Knowledge, Skills and AbilitiesThorough knowledge of methods and principles of casework supervision and training. Thorough knowledge of social work principles, techniques, and practices and applications to casework and community problems. Considerable knowledge of social and economic factors in the community, and local agencies and resources. Considerable knowledge of the laws, regulations, and policies which govern social services programs. Considerable knowledge of the principles and techniques of public administration, including personnel administration, budgeting, andoffice management. Skill in directing a staff of social workers and supervisors and related professionals and students engaged in a variety of services.CONDITIONS OF EMPLOYMENT: The selected applicant will be subject to the following conditions prior to appointment.
