Job summary

E-Logic, Inc. is seeking an experienced Site Security Manager to support the Naval Surface and Mine Warfighting Development Center. The SSM will oversee construction security for the renovation of Building 3291 into a SCIF/SAPF facility, ensuring ICD 705 and DoD standards are met.

This role requires TS/SCI with eligibility, 10+ years of security experience on ICD-705 projects, and the ability to coordinate with government officials, manage inspections, and produce security documentation weekly.

Qualifications

• Active Top Secret clearance with SCI eligibility required.
• Ten years of security experience in SCIF/SAPF construction, intelligence ops, counter-intelligence, counter-surveillance, or physical security.
• Five years on ICD-705 construction projects or as CST/SSC/SSM.
• Expert knowledge of ICD/ICS-705 via at least three projects.
• Familiarity with the sixteen standard divisions of construction and known listening devices.
• Certificates for 32-hour Site Security Manager and 40-hour Construction Surveillance Technician training mandatory.
• Bachelor's degree in security/intelligence preferred.

Responsibilities

• Develop and manage the Construction Security Plan (CSP) with government officials.
• Conduct security inspections and design reviews across all project phases.
• Verify shielding construction with photographic perimeter tracking.
• Inspect all material deliveries to prevent surveillance devices.
• Manage access control and supervise uncleared labor with cleared technicians.
• Document and report security anomalies and incidents within 3 business days.
• Prepare accreditation docs including TEMPEST and fixed facility checklists.
• Oversee electromagnetic shielding testing per STC and IEEE standards.
• Develop Building 3291 Operations SOP and Emergency Action Plan.

About The Role

E-Logic, Inc. is seeking an experienced Site Security Manager (SSM) to support the Naval Surface and Mine Warfighting Development Center (SMWDC). The SSM will oversee construction security for the renovation of Building 3291 into a SCIF/SAPF facility, ensuring compliance with ICD 705 and DoD standards.

Key Responsibilities

• Develop and manage the Construction Security Plan (CSP) in coordination with government officials.
• Conduct security inspections and design reviews throughout all project phases.
• Verify acoustic and RF shielding construction with mandatory photographic tracking of perimeter elements.
• Examine all material deliveries to prevent introduction of surveillance devices.
• Manage access control and supervise uncleared labor via coordination with cleared Construction Surveillance Technicians.
• Document and report security anomalies, incidents, and deviations to the Accrediting Official within 3 business days.
• Compile accreditation documentation including Fixed Facility Checklist, TEMPEST Checklist, and pre-construction checklists.
• Oversee STC and IEEE 299-2006 electromagnetic shielding testing.
• Develop Building 3291 Operations SOP and Emergency Action Plan.

Required Qualifications

• Active Top Secret clearance with SCI eligibility is required.
• Candidates must have a minimum of ten years of security experience specifically related to SCIF/SAPF construction, Intelligence Operations, Counter-Intelligence, Counter-Surveillance, Technical Surveillance Counter-Measures, or Physical Security.
• A minimum of five years of direct experience working on ICD-705 construction projects or serving as a Physical Security Special Security Officer is required. Direct experience means working at the project location as a CST, SSC, or SSM.
• Candidates must have demonstrated expert knowledge of ICD/ICS-705 by successfully working on at least three separate ICD-705 projects.
• Familiarity with the sixteen standard divisions of construction and knowledge of technical listening devices commonly used by foreign intelligence services is required.
• Valid certificates for successful completion of a 32-Hour or greater Site Security Manager Training Course and a 40-Hour or greater Construction Surveillance Technician Training Course are mandatory.
• A Bachelor's degree from an accredited university, preferably in a security or intelligence field, is preferred.

Deliverables

• The SSM will produce and submit Concept Approval documents, Risk Assessments, Pre-construction Checklists, the Construction Security Plan, Equipment Status Reports, Inspection Documentation, Security Threat Reports, Security Incident Reports, Fixed Facility Checklists, TEMPEST Checklists, the Accreditation Document Package, and Building Operations SOP and Emergency Action Plan.
• Deliverable frequencies range from weekly to as-directed by the government.
