Job summary

Avalot Federal seeks a Site Safety & Health Officer to manage ES&H for assigned projects at Robins Air Force Base. You will implement safety programs, enforce EM 385-1-1 and OSHA standards, and coordinate with project management to ensure compliance and worker protection.

The role requires on-site presence, field inspections, incident investigations, and development of AHAs and risk controls. A Bachelor’s in safety-related field plus OSHA 30, EM 385, CQM, and First Aid/CPR are required.

POSITION SUMMARY

The Site Safety & Health Officer (SSHO) is responsible for planning, management and supporting the functional area of environmental safety and health (ES&H) for assigned project(s). Establish and maintain contact with Project Manager, Corporate ES&H Manager, and others as required to fulfill health and safety commitments on assigned projects. Anticipate potential safety-related problem areas and evaluate and recommend solution or corrective actions.

ESSENTIAL JOB FUNCTIONS

Safety Program Management

• Implement and administer the Accident Prevention Plan (APP) and ensure compliance across all project activities
• Ensure compliance with EM 385-1-1, OSHA (29 CFR 1926), and all applicable federal, state, and local regulations
• Manage and support construction and general industry safety programs for assigned projects
• Act as the controlling authority for site safety, including subcontractors
• Establish and maintain communication with Corporate ES&H Manager, Project Manager, and regulatory agencies as required
• Ensure overall program compliance with company policies, customer requirements, and regulatory standards

Field Oversight & Enforcement

• Maintain a full-time on-site presence whenever work is being performed
• Monitor daily work practices of employees, contractors, and subcontractors
• Conduct daily safety inspections and enforce corrective actions
• Stop work when unsafe conditions or behaviors are identified
• Recommend issuance of Notices of Non-Compliance and follow through to ensure corrective actions are implemented
• Provide supervision and guidance to craft and administrative personnel regarding health and safety requirements
• Lead development and review of Activity Hazard Analyses (AHAs) prior to each definable feature of work
• Identify hazards and ensure appropriate controls are implemented
• Ensure AHAs are communicated to and acknowledged by all workers prior to the start of work
• Anticipate potential safety and industrial hygiene (IH) risks and provide technical direction to mitigate hazards

Training & Meetings

• Conduct and document weekly toolbox talks and monthly supervisor safety meetings
• Provide ongoing safety, health, fire prevention, and hazard awareness training
• Research and develop training materials and assist in delivery of OSHA and company-required training programs

Documentation & Reporting

• Maintain required safety documentation, including APP, AHAs, permits, inspection reports, and daily field reports
• Prepare and maintain accident reports, exposure reports, and audit documentation
• Conduct accident investigations, compliance audits, health surveys, and insurance audits; document findings and corrective actions
• Report incidents in accordance with EM 385 and company reporting requirements

Coordination & Communication

• Coordinate with Superintendent, QC Manager, and project leadership while maintaining safety independence
• Interface with client representatives (ACO/COR) and participate in preconstruction and QC meetings
• Communicate safety expectations, risks, and performance between management and field personnel
• Collaborate with internal departments and business units to support project success
• Escalate industrial hygiene concerns Regional Program Director/Corporate S&H Manager as appropriate.
• Provide proper flow of communication from upper management to team members and vice versa.
• Perform duties, responsibilities, assigned tasks with minimal direction oversight.
• Work with other departments within the company and business units as required.
• Other duties as assigned.

EDUCATION/TRAINING

• Bachelor’s Degree in Science, Construction, Health & safety or similar relevant field in applied occupational health and safety, emphasizing industrial hygiene (IH) cross training. Equivalent relevant work experience may be substituted for the degree requirement

  • Current OSHA 30-hour General Industry Safety Training Current

  • Construction Quality Management (CQM)
  • Valid First Aid and CPR

EXPERIENCE

• Minimum of seven to ten (7-10) years of continuous construction industry safety experience supervising general construction, five (5) years of constant general industry safety experience managing safety programs
• Knowledge of applicable government health and safety regulations and standards, including EM 385-1-1.
• Demonstrated experience with event investigations, issues management/action tracking for safety and IH subject areas.
• Ability to develop and implement corrective action plans due to identified issues.
• Demonstrated industrial hygiene (IH) knowledge and other health and safety requirements.
• Demonstrated ability to monitor work activities, evaluate health and safety conditions, and facilitate corrective actions.
• Ability to prepare safety-specific documents independently, including project-specific safety plans and Activity/Job Hazard Analysis. Ability to identify and monitor for industrial hygiene issues.
• General knowledge of federal contracting processes, practices, requirements, and guidelines for construction projects.
• Strong familiarity and implementation of OSHA 1910/1926.
• Demonstrated knowledge and experience managing subcontractors.

SKILLS/ABILITIES

• Ability to review, evaluate, and develop appropriate health & safety and IH policies and procedures.
• In-depth knowledge and ability to read prints, plans, schedules, and inspections.
• Strong verbal and writing skills required for communication with clients, management, and team members.

• Ability to manage injuries and illnesses as well as accident prevention

• Must be able to document issues and resulting resolutions.

PHYSICAL DEMANDS

• Ability to perform repetitive movements of the fingers, hands, wrists, and arms, including use of computers and other office or field equipment.
• Must be able to sit, stand, and walk for prolonged periods.
• Frequently required to bend, stoop, kneel, crouch, reach, and climb stairs or ladders as necessary to inspect work and oversee project activities.
• Must be able to safely navigate active construction sites, including uneven or rough terrain, unfinished surfaces, stairs, and other project work areas.
• Must be able to access and move throughout construction and project areas to observe work, conduct inspections, and oversee site operations.
• Must be able to wear required personal protective equipment (PPE), including, but not limited to, safety glasses, protective footwear, hard hat, gloves, hearing protection, fall-protection equipment, full- or half-mask respirator, and/or face mask, as required by the work environment.
• Must be able to lift, carry, push, or pull materials and equipment weighing up to 30 pounds.

WORK ENVIRONMENT

The working conditions for this position may include the following:

• This is an Onsite position that requires work to be performed onsite at an Aleut location.
• Working both indoors and outdoors, exposed to all weather conditions and potentially austere environments.
• May be exposed to construction environments involving equipment, electrical or mechanical hazards, elevated work areas, confined spaces, dust, hazardous materials, and odors
• Potential exposure to continuous loud noise produced by machinery and/or equipment

SPECIAL REQUIREMENTS

• Must possess a valid and unrestricted driver’s license.
• Must be able to pass pre-employment background screening.
• Must be able to be cleared for base or site access.
• Must be able to work a schedule that aligns with project requirements and operational needs, including extended hours, early mornings, evenings, weekends, or other non-standard hours as necessary required by the project needs.
• Must be able to travel as required to support projects and company operations, generally up to 10%.
