Location: United States

SMX Technologies is seeking a Site Manager who will also serve as the Joint Force Liaison Officer to work onsite at Andersen AFB, Guam supporting the Pacific Air Forces (PACAF) Second Island Chain Support program. The Site Manager / Joint Force Liaison Officer will contribute their expertise within planning, coordinating, and supporting joint live air training activities and miscellaneous doctrine, exercise, and mission rehearsal training activities within the Pacific area of operations. The primary operating location is Guam, but travel to other Pacific locations is to be expected. This position requires a DoD Secret with eligibility for Top Secret which requires US citizenship for work on DoD contracts.

Responsibilities
  • Serve as the primary on-site lead for all program activities at Andersen AFB, Guam.
  • Act as the direct liaison between the Program Manager and on-site personnel.
  • Ensure all operations align with PACAF’s Second Island Chain Support program objectives.
  • Oversee daily execution of joint training, exercise coordination, and mission rehearsal support.
  • Manage scheduling, logistics, and resource allocation for all on-site activities.
  • Maintain compliance with security protocols and ensure personnel adhere to clearance requirements.
  • Facilitate communication between PACAF, USINDOPACOM, and other stakeholders.
  • Monitor performance metrics and ensure deliverables meet quality and timeline expectations.
  • Prepare site-level reports, updates, and briefings for leadership and stakeholders.
  • Execute joint training and exercise support tasks as directed by the Site Manager.
  • Participate in planning conferences, mission rehearsals, and operational briefings.
  • Provide subject matter expertise on joint doctrine, training requirements, and exercise design.
  • Assist in the development of After Action Reports (AARs) and lessons learned documentation.
  • Maintain situational awareness of scheduling conflicts and disseminate critical updates.
  • Support coordination with other DoD agencies and allied partners as needed.
  • Ensure readiness for travel and deployment across the Pacific AOR.
  • Uphold operational security standards and maintain required clearances.
  • Contribute to continuous improvement of training and exercise methodologies.
  • Represent PACAF and INDOPACOM doctrine accurately during all phases of event support.
  • Support travel coordination and readiness for OCONUS deployments.
  • Must possess and maintain a Secret clearance, with eligibility for Top Secret.
Required Skills & Experience
  • Minimum of 14 years of relevant professional experience.
  • At least 5 years of experience leading and managing exercise development at a flag-level military command.
  • Minimum 3 years of experience planning USAF MAJCOM-level or equivalent exercises.
  • Familiarity with operational and logistical support requirements for exercises, deployments, and mobilizations.
  • Working knowledge of USINDOPACOM/PACOM Theater Campaign Plan (TCP) and PACAF Strategy.
  • Familiarity with PACAF force structure (e.g., country locations, Wings, NAFs, aircraft types).
  • Effective verbal and written communication skills (e.g., timely responses via phone, email, or other channels).
  • Demonstrated ability to work and lead in a team environment with strong leadership and customer interface skills.
  • Ability to liaise with national-level agencies, DoD, Services, Combatant Commands, and Intelligence Agencies.
  • Proficiency in current Microsoft Office applications.
  • Strong analytical skills and ability to manage multiple tasks in a high-demand environment.
Desired Skills & Experience
  • Bachelor’s degree or higher (preferred).
  • Aviation background (Pilot, Navigator, Air Battle Manager, Aircrew Member) with at least 3 years of experience, especially valuable for leading or supporting aviation-centric exercises such as FTXs, CPXs, STAFF-EXs, TTXs, and engagement events.
