Job summary

Southern Oregon Head Start is seeking a Site Manager 0-5 to lead day-to-day operations at assigned centers in Grants Pass. You will supervise staff, model reflective leadership, and ensure services are relationship-based, high quality, and compliant with licensing requirements.

This full‑time role requires at least a BA/BS in ECE or Child Development and experience supervising staff; an AA with related experience is acceptable. Benefits include Excellent Benefits and Paid Time Off.

SITE MANAGER 0-5

Full-Time, Excellent Benefits, and Paid Time Off

Starting Wage: $31.70 per hour, based on Education and Experience

PURPOSE:

The Site Manager 0-5 oversees the day-to-day operations of assigned center(s), provides supervision of all center staff and provides guidance, support and leadership to the center team. This position monitors quality provision of relationship-based integrated services provided to children and families. The Site Manager 0-5 represents and promotes Head Start (HS) and Early Head Start (EHS) within the community.

ESSENTIAL JOB DUTIES:
I. SITE LEADERSHIP AND SUPERVISION OF QUALITY SERVICES
  1. Provide leadership and oversight for all center staff including the application of reflective supervision practices.
  2. Provide a strength-based approach to the monitoring of center staff job performance including the identification of employee strengths and recommendations for work improvements, training and individual employee goals.
  3. Provide modeling/coaching/mentoring/support related to the agency values, including that families, regardless of their circumstances, are capable of growth and change.
  4. Supervise and monitor all center activities to ensure services are relationship-based, high-quality, comprehensive and delivered consistently.
  5. Monitor and ensure staff are implementing Child Safety and Supervision procedures at all times.
  6. Assist with hiring new staff, as assigned; provide worksite orientation to new staff.
  7. Facilitate the yearly licensing for each center through the Department of Early Learning and Care
  8. Monitor and ensure that all Department of Early Learning and Care rules and regulations are followed within the centers.
II. CENTER OPERATIONS MANAGEMENT
  1. Manage all daily and emergent center operational needs, including the scheduling of staff and ensuring required staffing ratios are maintained at all times.
  2. Review and ensure maintenance of integrated child/family files, both paper and electronically.
  3. Review and approve all input into electronic time sheets, mileage sheets, written destination logs, required monitoring forms, etc.
  4. Oversee and ensure confidentiality of all recordkeeping, data entry and record storage.
  5. Maintain center budget, center supplies and ensure in-kind donations are accurately recorded.
  6. Oversee ongoing facility maintenance, including safety and sanitation; complete work orders, as needed.
  7. Act as liaison with landlord or co-tenants when required.
  8. Prepare and submit monitoring reports to Site Manager Lead/EHS Director, as required.
III. COMMUNICATION, COLLABORATION AND TEAMWORK
  1. Facilitate effective communication between center staff, parents, other agency staff and the community.
  2. Conduct regular center meetings; encourage and promote problem solving within the center teams.
  3. Collaborate with agency staff and community partners to promote the involvement of children with special needs and their families in the program.
  4. Request and schedule department consultations to respond to individual child and family needs; schedule mental health observations; support on-site services from community partners and service providers; participate in child staffings, as needed.
  5. Collaborate with Department Managers and Directors, as well as, Education Coaches and the Professional Development Trainer to ensure staff receive needed training and skill development.
  6. Collaborate with agency supervisory or management staff in order to provide quality feedback for center staff 1:1’s and action plans; collaborate on annual staffing assignments, disciplinary actions and/or terminations.
  7. Promote and facilitate child and family transitions from Early Head Start to Head Start and Head Start to local elementary schools.
IV. WORK ENVIRONMENT AND SAFETY
  1. Actively contribute to, and maintain, a safe and pleasant work environment.
  2. Follow all safety regulations, policies and procedures and ensure staff do as well.
V. OTHER DUTIES

REQUIRED JOB SPECIFICATIONS:

Education: BA/BS in Early Childhood Education or Child Development or other related degree preferred. AA required or may consider ORO step 9 and 2 years of related experience in lieu of education.

Certification or Accreditation: Agency will assist in obtaining necessary certification if candidate does not already have them such as: CPR/First Aid and Food Handler Certification.

Experience: Minimum 2 years staff supervision and 2 years working with low-income children and families REQUIRED.

Essential Skills: Excellent interpersonal, verbal and written communication skills; proficiency in the use of computer software programs; strong staff leadership, supervision and effective group facilitation skills; strong desire and ability to collaborate with others; ability to work efficiently under pressure and meet deadlines; ability to develop relationships with community partners. Ability to read, write, and communicate effectively in English to understand and follow procedures, ensure safety, and complete required documentation related to the position.

Essential Mental Skills: Must be self-directed and able to maintain high level of confidentiality; must be able to practice unconditional positive regard and embrace diversity for children, families and co-workers; must be able to accept, reflect and act upon feedback; must be highly organized, flexible and open to change; demonstrate good judgement and problem solving.

Essential Physical Requirements: This position is classified as Center‑Facing. Ability to lift and carry up to 40 lbs. a distance of 25 feet and to push and/or pull up to 40 lbs. a distance of 20 yards. Sufficient mobility, strength, and range of motion to perform standing, walking, balancing, stooping, bending, crouching, crawling, sitting on the floor, reaching, squatting or kneeling, twisting, and ascending or descending steps. Ability to react quickly to the physical actions of children. Ability to sit for extended periods of time as required by the position. Sufficient stamina to perform job duties at the required frequency. Sufficient vision, hearing, manual dexterity, and eye‑hand coordination to perform job duties safely and effectively. These physical requirements reflect the maximum potential demands of working in a center‑based setting and are not indicative of continuous lifting or carrying.

Exposure to Hazards: Repetitive motion tasks, sitting/standing for long periods of time, use of personal computer and other office equipment; unpredictable child and parent behavior, exposure to contagious conditions, hazardous chemicals, driving and riding in motor vehicles.

Working Conditions: Indoor office, indoor and outdoor preschool environments, frequent local travel and occasional out of town travel.
