Qualifications

  • Current TS/SCI with Poly clearance.
  • Bachelor’s degree with 3+ years of experience or equivalent.
  • Experience coordinating intelligence at O-5 level or higher in tactical/operational/strategic contexts.
  • 3 years drafting serialized SIGINT reports as TAR or equivalent.
  • SIGINT or CYBER analysis experience; knowledge of databases and collection systems.
  • Expert knowledge of portals and real-time knowledge management systems.
  • Ability to work independently in JIIM environments with senior leaders.

The Opportunity

As a CACI SIGINT Target Analyst Reporter (TAR), you will serve as a key member of a mission-focused intelligence team supporting the United States Southern Command (USSOUTHCOM), Special Operations Command South (SOCSOUTH), and Joint, Interagency, Intergovernmental, and Multinational (JIIM) partners across the Special Operations Forces Emerging Threat, Operations, and Planning Support (SOFETOPS) enterprise. In this role, you will research, analyze, and produce finished, serialized SIGINT reporting and intelligence products that drive operations and inform senior military and U.S. Government decision-makers. You will fuse SIGINT with multi-source intelligence — including Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT), Open-Source Intelligence (OSINT), Cyber, Publicly Available Information (PAI), and associated metadata — to identify, characterize, and report on priority threats across the USSOUTHCOM Area of Responsibility (AOR). Your reporting will characterize the operational environment, identify emerging threats, and provide deep insight into adversary networks, capabilities, and intent. You will author time-sensitive and standing serialized SIGINT product reports in accordance with established SIGINT reporting policies, procedures, formats, and dissemination, minimization, and classification guidance, ensuring analytic outputs are timely, accurate, and actionable. You will collaborate and synchronize with collection managers, interagency, and operational stakeholders to refine reporting priorities, address collection gaps, and align with evolving mission requirements. Additionally, you will advance analytic and reporting tradecraft, processes, and capabilities that enhance mission effectiveness and drive operations against Drug Trafficking Organizations (DTO), External State Actors (ESA), Malign State Actors (MSA), Counterterrorism (CT) threats, Transnational Criminal Organizations (TCO), and Counter Threat Networks (CTN), in alignment with SOCOM priorities and the National Defense Strategy (NDS).

Responsibilities
  • Performs Signals Intelligence (SIGINT), Support to Human Intelligence (HUMINT), Emerging Technologies Processing, Exploitation, and Dissemination (PED), and Next-Generation ISR collection directed toward the identification, targeting, and exploitation of emerging threats within the SOUTHCOM Area of Responsibility.
  • Research, evaluate, and produce finished, serialized SIGINT reports, tippers, and time-sensitive reporting tailored to consumer requirements and in accordance with established SIGINT reporting policies, dissemination controls, minimization procedures, and classification guidance.
  • Conducts quality-control review of reporting prior to release, ensuring accuracy, proper formatting, and compliance with government guidance and protocols.
  • Provides analysis of SIGINT, Cyber, and Commercially Available Information (CAI) (ex. Commercial Telemetry Data (CTD)), including the execution of analytic functions, the performance of analytical services, and providing expertise to assist the government in day-to-day staff support functions.
  • Provides specialized senior-level expertise in Intelligence Analysis to support the execution of multi‑disciplinary intelligence fusion activities and support the SOFETOPS mission.
  • Performs tools‑based data management and supports integration across the greater enterprise.
  • Conducts ongoing requirements analysis of theater-specific operations and coordinates with collection managers to refine collection and reporting priorities.
  • Collaborates and coordinates with DoD and interagency Partners to provide flexible, real‑time solutions to emerging threats.
Qualifications
Required
  • Current Top Secret/SCI Security Clearance w/ Poly
  • A bachelor’s degree and three years of experience, an associate degree and six years of experience, or nine years of relevant work experience. We will also consider candidates with five years of directly applicable experience.
  • Minimum of three years’ experience in intelligence coordination roles of responsibility within an O-5 or above tactical, operational, or strategic level command or while supporting a DoD contract of similar size and scope.
  • 3 years of experience drafting and editing finished, serialized SIGINT product reports as a Target Analyst Reporter (TAR), SIGINT Analyst/Reporter, or MOS equivalent depending on service.
  • SIGINT or CYBER Analysis experience, and ability to demonstrate knowledge of databases and collections systems used in the development of intelligence products
  • Expert level knowledge of tools, methods, and concepts of portals and other real or near real time knowledge management systems.
  • Ability to operate independently with limited oversight while effectively collaborating in JIIM environments, supporting senior leaders and time‑sensitive operations.
Desired
  • Language proficiency in an additional language: Spanish, Chinese (Mandarin), Portuguese, Russian, or Arabic.
  • Experience supporting U.S. Army Special Operations Command (USASOC), Joint SOF, or Combatant Command elements in complex, multi‑domain environments.
  • Completion of relevant SIGINT reporting courses (e.g., Reporting Bootcamp).
