As the Shipyard Subject Matter Expert (Technical Materials), you will provide programmatic support to one of our NAVSEA customers in the Washington, DC area. Bring your expertise and collaborative skills to make an impact on our military defense and the safety of our sailors.

Serco supports the US Navy’s Shipyards and Naval Industrial Base efforts related to workforce/workload management, logistics services, business operations, and total force initiatives in support of shipyard Corporate Project Execution, support, and workforce training. We will provide the technical scope and tasks for NAVSEA’s LEAN Process/Performance Improvement initiatives, Project Management National Value Stream directive, broader Project Management and Industrial Operations support, Coaching and Development for Deck-plate Project Team Performance, Environmental, Safety and Health programs, and miscellaneous support to the NAVSEA Team headquarters regarding industrial operations and management.

In this role, you will:

  1. Receive and process Navy and shipyard project problems and manage escalation cases.
  2. Ensure timely delivery of data and information from reporting activities in the prescribed format according to the SY MOC concept of operations requirements.
  3. Assess delivered data for emerging issues across activities, such as material shortfalls, engineering response delays, or other sustainment system issues requiring NAVSEA and external support.
  4. Track actions and support nuclear ship maintenance planning, execution, and improvement initiatives.
  5. Develop and communicate routine correspondence through letters, briefings, and other means.
  6. Support data collection and analysis to evaluate performance and identify improvement opportunities, including developing strategic solutions for the shipyard and nuclear ship maintenance enterprise.
  7. Coordinate meetings and communications across the enterprise to facilitate issue resolution.
  8. Communicate regularly with the Program Director, Deputy Director, program and shipyard leads, and program managers to support the above tasks.
Qualifications

To be successful in this role, you will have:

  • An active or current DoD Secret clearance.
  • US Citizenship.
  • A Bachelor’s degree, preferably in a technical field.
  • At least 7 years of Project or Program Management experience, preferably in Naval Shipyard production, operations, business, strategic planning, or as a Project/Program Analyst in a DoD program office.
  • Experience in business systems, manufacturing systems, or production systems analysis.
  • Subject Matter Expert knowledge of technical support elements related to Shipyard or Fleet Integrated Maintenance processes.
  • Familiarity with SUBSAFE and Nuclear Maintenance requirements.
  • Strong communication skills (written and verbal) at customer, interpersonal, and organizational levels.
  • Proficiency with Microsoft Office Suite, including Excel and PowerPoint.
  • Experience in drafting program impact statements and Congressional Appeals.
  • Experience leading projects and interfacing with end-item customers.
  • Ability to travel at least 10% of the time.

In accordance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $86,539.03 to $140,624.86. Serco considers various factors when extending offers, including responsibilities, experience, education, skills, and other relevant criteria.
