Full Time Shelter Manager – Jamestown Corps Anew Center

Job Overview

The Shelter Manager assists the Anew Center Program Director in administering Residential and Hotline services for Domestic Violence/Rape Crisis programs within the Salvation Army. The position is responsible for managing residential services and supporting the Program Director with hotline operations and other specified duties.

Scope and Purpose of Position

The Shelter Manager is responsible for the management of residential services and assists the Program Director with hotline services and additional areas as requested.

Responsibilities
  • Assist the Program Director with management of the Residential Agnes Home Shelter Program, the 24‑hour Domestic Violence/Rape Crisis Hotline, Rape Crisis Advocates and Volunteers, and Case Management services.
  • Perform supervisory duties: annual reviews, regular supervisory meetings, track attendance records, authorize time sheets, ensure policies and procedures are followed, and communicate operational information to the Program Director.
  • Review daily reports from the hotline, case notes for residential clients, and communication logs.
  • Provide backup case management services as needed.
  • Read and follow the Salvation Army Employee Handbook and the Anew Center policy manual; seek supervisory direction as required.
  • Provide crisis intervention and advocacy services for shelter and hotline clients.
  • Provide orientation and training to shelter staff, case managers, resident managers, rape crisis advocates, and volunteers; assist with DOH training.
  • Schedule and conduct shelter staff meetings; attend other staff meetings as directed.
  • Schedule staff, advocates, and volunteers to ensure 24‑hour coverage.
  • Assist with recruitment, hiring, and screening of potential shelter staff, case managers, advocates, and volunteers.
  • Ensure compliance with all fire safety procedures and maintain accurate records for reporting to The Salvation Army and funding sources (DOH, OCFS, OVS, United Way, etc.).
  • Coordinate fire, health, and safety inspections in partnership with maintenance.
  • Assist with billing coordination with contract agencies.
  • Monitor fiscal condition of the residential shelter, access accounting software, generate financial reports, and assist in budget preparation.
  • Act as a mandated reporter; report suspected child abuse/neglect incidents to the mandatory reporter hotline.
  • Attend inter‑agency and community meetings as appropriate and provide public speaking engagements when requested.
  • Perform additional responsibilities as directed by the Program Director or Corps Officers.
Qualifications

Special Skills, Certificates, Licenses, Registrations:

  • Successful completion of sexual assault training and annual training to be a certified rape crisis counselor, with availability to respond.
  • Valid NY or PA driver’s license; completion of the Salvation Army online training for driving 12‑15 passenger vans.
  • Proficiency in Microsoft Word and Excel; effective use of Windows operating system and Internet navigation.
  • Physical ability to climb stairs.
