Job summary

Northrop Grumman Corporation is seeking a Staff Systems Engineer in Roy, Utah to lead the Network Risk & Compliance efforts for the Sentinel program. You will join the Weapon System Integration team under SEIT, driving RMF across program networks and coordinating ATOs and SSP/SAR activities.

The role requires DoD Top Secret clearance, extensive RMF experience, and collaboration across IPTs to deliver secure network architectures and documentation.

Qualifications

  • Bachelor’s degree in STEM
  • 12+ years with a Bachelor’s, 10+ with a Master’s, or 8+ with a PhD in a related field
  • Active DoD Top Secret clearance and eligibility for SAP access
  • Experience with RMF, STIG, and security assessments
  • Development of network documentation such as SSP and SAR
  • Experience coordinating ATOs and program risk reviews
  • Strong knowledge of DoD security frameworks and NIST standards
  • Ability to translate program-level requirements into network deliverables
  • Proven ability to lead cross-functional teams on complex defense programs

Northrop Grumman Defense Systems is seeking to hire a Staff Systems Engineer to be the Network Risk & Compliance Lead. This position will be located in Roy, Utah and supports the Sentinel Program. This role may offer a competitive relocation package.

What You'll Get To Do:

This candidate will join the Weapon System Integration (WSI) team under Sentinel Systems Engineering, Integration, & Test (SEIT), working on Network Systems Integration (NSI). Under the guidance of the Sentinel Network Lead, the selected candidate will support the NSI team which works to develop program-wide networking governance and standards, develop and/or synthesize network artifacts at the system level (including cross-segment network interfaces, program network architecture, and network documentation), perform program-wide gap assessments for network development, develop handling plans for any identified issues, and provide networking subject matter expertise to areas such as Major Program Event (MPE) reviews, modeling (architecture, simulation, analysis....), and requirements. NSI team purview includes the deliverable network architecture, incremental/test configs (lab networks), & ITF/MIF/VSFB test networks.

  • Drive/facilitate networking Risks, Issues, and Opportunities (RIOs) and Internal Review Teams (IRTs)
  • Implement the Risk Management Framework (RMF) across the network
  • Track open RMF tasks and ensure all findings are closed before each MPE
  • Ensure all network changes meet the RMF and other regulatory mandates
  • Coordinate Authority to Operate (ATOs) for program networks
  • Write Security Plans (SSP), conduct STIG compliance, and manage Security Assessment Report (SAR) closure
  • Prepare the System Security Authorization Agreement (SSAA)
  • Provide networking compliance SME inputs program-wide
  • Coordinate with other network development teams
  • Participate in frequent working groups to support iterative development
  • Create and ensure that appropriate network documentation exists
  • Develop and document technical processes and procedures as needed
  • Recommend and implement system/process enhancements that will improve the performance and reliability of the system
  • Influence network requirements and interfaces; translate program-level requirements into network-level deliverables
  • Support governance adherence for waveform and lower-level OSI network management, protocols, and timing
  • Assess the design, implementation, and maintenance of scalable network infrastructure to include network design, architecture, specifications, cross-segment interfaces, and equipment selection per DoD requirements
  • Support all phases of the systems lifecycle including concept, design, fabrication, test, installation, operation, maintenance and disposal
  • Provide specific and detailed information for hardware and software selection as well as implementation techniques and tools for the most efficient solution to meet business needs, including present and future capacity requirements
  • Maintain knowledge of current and emerging Industry and DoD trends and technologies in network frameworks, management, and analytics while ensuring proper utilization where applicable
  • Establish and maintain high levels of customer satisfaction according to defined objectives while adhering to established policies
  • Exhibit good communication skills, an energetic approach, and patience with customers
Basic Qualifications
  • Bachelor's degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university and 12 years of experience with Bachelor's degree, 10 years of experience with Master's degree, 8 years of experience with PhD
  • Must be a US Citizen with an active U.S. Government DoD Top Secret security clearance with an ability to obtain and maintain Special Access Program (SAP) approval within a reasonable period of time as determined by the company to meet its business need
  • Familiarity with regulatory mandates such as FISMA, DFARS
  • 4+ years of experience with security assessments and STIG compliance
  • 2+ years of experience with developing network documentation such as security plans
  • 2+ years of experience coordinating/preparing authorizations such as ATOs or SSAAs
  • 2+ years of experience with facilitating RIOs and/or implementing the RMF for a network
  • CISSP, GSEC, or DoD Cybersecurity Certification (CDP)
  • 6+ years of experience with designing, architecting, and/or deploying complex network infrastructures
  • 2+ years of experience implementing and using model-based systems engineering tools, practices, and methods (including using SysML or UML in Cameo or Rhapsody)
  • 4+ years of experience working with requirements including authoring, allocating, tracing, interpreting, etc...
  • 3+ years of strong program execution skills; demonstrated ability to meet program technical, cost, and schedule milestones
  • 5+ years strong partnership/collaboration skills with demonstrated ability to partner cross-IPT/cross-discipline within a team
  • 4+ years of experience with one or more of the following: C2, physical security, cybersecurity, communications systems, facility design, military aerospace development
  • Familiarity with DoD approved routing/switching platforms, DoD security frameworks, NIST 800-53
Preferred Qualifications
  • Master's Degree in a relevant technical specialty
  • 2+ years of experience with DOORS
  • Experience with ICBMs, Missile Programs, Command and Control, or Communications related programs
  • Communication and leadership skills and experience leading small teams in a dynamic work environment
  • Large scale / complex system development experience across multiple phases of a development program: preliminary design, detailed design, integration and test, verification and sell off, transition to production
  • Experience with technical reviews for large-scale and complex system development
  • Demonstrated experience in making sound decisions in uncertain and difficult situations
  • Cisco CCNA, CCNP, or CCIE Certification

This position’s standard work schedule is 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Primary Level Salary Range: $152,900.00 - $229,300.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
