Working alongside multidisciplinary teams of engineers, hydrogeologists, scientists, and water resource professionals, this individual will help clients develop sustainable, resilient, and cost-effective water supply solutions that address both current needs and future challenges. The ideal fit is a collaborative leader with strong technical and project management skills, a client-focused mindset, and a passion for helping communities secure reliable water resources.

This position offers the opportunity to advise water utilities, municipalities, and private-sector clients while supporting projects from planning and strategy through design, permitting, implementation, and operations across Texas. Responsibilities will include evaluating water supply alternatives, supporting groundwater development and infrastructure projects, advising clients on regulatory and permitting requirements, and helping utilities navigate increasingly complex water resource challenges. Professionals who are passionate about helping communities secure sustainable water supplies and advancing innovative water resource solutions are encouraged to apply.

Key Responsibilities
  • Serve as a project manager or technical lead for water supply projects, coordinating multidisciplinary teams to deliver work on schedule and within budget
  • Plan and execute water supply studies, including evaluation of alternatives, conceptual design, cost estimating, and economic analysis
  • Manage projects involving the design, permitting, bidding, and construction oversight of groundwater wells and related infrastructure
  • Advise clients on water supply strategies and develop clear, accurate scopes of work and budgets
  • Present findings and recommendations to clients, colleagues, and stakeholders
  • Review technical reports and analyses prepared by engineers and scientists
  • Mentor and develop junior staff while fostering technical excellence and professional growth across project teams
Required Qualifications
  • Bachelor’s degree in civil or water resources engineering, hydrogeology, or related field
  • Professional Engineer (PE) license in Texas
  • 10 years+ of relevant experience, including work with public and private water utilities or providers
  • Broad experience in water utility planning and water supply development, including water quality, treatment, infrastructure, operations, permitting, and regulatory compliance
  • Strong communication and interpersonal skills, with the ability to build and maintain client relationships
  • Demonstrated ability to collaborate effectively within multidisciplinary teams
  • Proven project and client management experience
  • Clear, concise, technical, and non-technical writing skills
  • Strong organizational, planning, and time management abilities
Preferred Qualifications

  • Active NCEES record and ability to obtain licensure in additional states
  • Experience with groundwater supply development, wellfield planning, aquifer storage and recovery, managed aquifer recharge, or water supply permitting
  • Familiarity with Texas water resources regulations, groundwater management, and water utility operations
  • Experience supporting municipal water utilities, groundwater conservation districts, or water providers
  • Experience with hydraulic modeling, GIS, data analytics, or water resource planning tools
  • Demonstrated success in business development, proposal preparation, and client relationship management
Benefits
  • Medical, dental, and vision insurance that includes a free health plan option for employee-only coverage
  • Paid parental leave – up to 12 weeks for birthing and non-birthing parents
  • Group term life and accidental death and dismemberment insurance, short-term and long-term coverage – paid 100% by the company
  • Paid holiday, vacation, and sick time
  • Opportunities for stock ownership
  • Performance-based bonuses and award programs for technical paper publication and employee referrals
  • Career coaching instead of performance evaluations
  • Tuition reimbursement, financial assistance for professional licensure and registration, and one paid membership to a professional society
