Job summary

Concurrent Technologies Corporation in the Washington, DC area is seeking a Senior Water and Energy Policy Analyst to support defense clients with data-driven policy research, planning, and implementation related to water and energy resilience.

You will analyze funding pathways, map regulatory hurdles, draft briefing materials, and coordinate with government stakeholders. The role is hybrid with travel, requires US citizenship and ability to obtain Secret clearance.

Qualifications

  • Bachelor's degree in a relevant field such as Public Policy, Energy Policy, Water Policy, Political Science, Environmental Science, Engineering, Water Resource Management, or a related discipline.
  • 4-6 years of professional experience in federal consulting, public policy analysis, or energy/water/resilience sectors.
  • Demonstrated understanding of the federal water and/or energy policy landscape.
  • Proven experience managing project tasks or workstreams, including tracking deadlines and delivering final products.
  • Exceptional analytical and problem-solving skills with the ability to synthesize complex information.
  • Excellent written and verbal communication skills.
  • U.S. Citizenship is required.

Responsibilities

  • Take ownership of project workstreams, develop plans, and ensure timely delivery.
  • Prepare for and participate in client meetings, including agendas and capturing decisions.
  • Build and maintain relationships with mid-level government clients and stakeholders.

As a trusted partner and leader in providing energy and sustainability consulting services to the federal government, Concurrent Technologies Corporation (CTC) understands the increasing complexity of achieving water security, energy security, and data management in a changing world. As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security, and data management issues and support the military mission, while reducing environmental impacts. We take our role seriously, as our efforts ensure our installations and assets are prepared in any operating environment, present and future.

We are seeking a highly motivated and qualified Senior Water and Energy Policy Analyst to support our defense clients across the water portfolio. The successful candidate will enjoy working to research, collect, manage and report data. The ideal applicant will have a strong background in water systems, be detail-oriented, and be comfortable serving in a client-facing role. This is a hybrid position located in the Washington, D.C., area, with the flexibility to work from home while participating in some in-person client and team discussions at or near CTC's Crystal City office. Travel will be required with this position.

Key Responsibilities:
  • Support the Senior Water Policy Analyst and Program Manager by taking the lead on discrete, complex research tasks, such as analyzing funding pathways (e.g., ERCIP, MILCON) or mapping state-level regulatory hurdles for water reuse technologies.
  • Independently research, analyze, and synthesize information on energy and water resilience technologies, policies, and market trends to inform project deliverables.
  • Draft high-quality report sections, briefing materials, and other written products with minimal oversight.
  • Serve as a cross-functional team member, tracking key developments across related CTC projects to identify opportunities for collaboration and knowledge sharing.
  • Monitor federal and state energy/water policy landscapes, providing regular updates and "so what" analysis to program leadership and the DAF client.
  • Assist in developing strategic communications, white papers, and briefing materials for senior DAF leadership on enterprise-level resilience topics.
  • Take ownership of specific project workstreams, developing work plans, tracking progress against milestones, and ensuring timely delivery of high-quality work.
  • Prepare for and actively participate in client meetings, including developing agendas, briefing on your areas of responsibility, and capturing key decisions and action items.
  • Build and maintain strong working relationships with mid-level government clients and stakeholders.
Basic Qualifications:
  • Bachelor's degree in a relevant field such as Public Policy, Energy Policy, Water Policy, Political Science, Environmental Science, Engineering, Water Resource Management, or a related discipline.
  • 4-6 years of professional experience, with a significant portion in federal consulting, public policy analysis, or the energy/water/resilience sector.
  • Demonstrated understanding of the federal water and/or energy policy landscape.
  • Proven experience managing project tasks or workstreams, including tracking deadlines, coordinating with team members, and delivering a final product.
  • Exceptional analytical and problem-solving skills, with the ability to synthesize complex information from disparate sources into clear, concise findings.
  • Excellent written and verbal communication skills, with experience drafting professional reports and briefings.
  • U.S. Citizenship is required.
Preferred Qualifications:
  • Master's degree in a relevant field.
  • Direct experience supporting the Department of War (DoW), Department of the Air Force, or another federal agency on energy, water, or installation resilience programs.
  • Water utility experience.
  • An active Secret security clearance.
  • Familiarity with DAF organizational structures (e.g., SAF/IEE, AFIMSC, AFCEC).
  • Specific knowledge of resilience-related funding mechanisms (e.g., ERCIP, ESPCs) or acquisition strategies.
  • Project Management Professional (PMP) certification or equivalent training.
