Horrocks is seeking a Senior Transportation Planner to lead and support active transportation, trail and multimodal projects across Utah and the Intermountain West. You will guide planning studies, manage teams, and engage stakeholders to improve mobility and quality of life.

The role emphasizes technical analysis, clear communication, and mentorship, with opportunities in business development and client relations.

Qualifications

• Degree in urban/transportation planning or related field.
• 15+ years in transportation planning and/or multimodal project development.
• Experience with active transportation, trails, or multimodal projects.
• Knowledge of guidelines for bicycle and pedestrian facilities.
• Proficiency in GIS and planning tools.
• Strong report writing and presentation skills.
• Ability to work across planning phases and mentor staff.

Responsibilities

• Lead and support planning of active transportation facilities (shared-use paths, trails, bike lanes, complete streets).
• Manage corridor studies, feasibility studies, NEPA/PEL-related planning.
• Prepare technical memoranda, reports, and planning documents.
• Coordinate with multidisciplinary teams (traffic, drainage, structures, utilities, ROW).
• Lead project management: scope, schedule, budget, quality control.
• Analyze mobility data to inform recommendations.
• Engage with public/stakeholders through meetings and presentations.
• Communicate technical information clearly in writing and talks.
• Mentor junior staff and foster team collaboration.
• Support business development and client relationships.

We are seeking a Senior Transportation Planner with experience in transportation planning to support and help lead active transportation, trail, and multimodal projects across Utah and the Intermountain West.

This role is ideal for a planner who enjoys both technical and planning-level work, and who is passionate about improving mobility, connectivity, and quality of life through trails, shared-use paths, and complete streets.

What are the core responsibilities for the role?

• Lead and support the planning and development of active transportation facilities, including shared-use paths, trails, bike lanes, and complete streets
• Manage corridor studies, concept studies, active transportation plans, feasibility studies, and NEPA/PEL-related planning efforts
• Prepare and review technical memoranda, reports, and planning documents for transportation and trail projects
• Lead and coordinate with multidisciplinary teams, including traffic, drainage, roadway, structures, utilities, and right-of-way
• Lead project management activities, including scope, schedule, budget, and quality control
• Analyze transportation, land use, and mobility data to inform planning recommendations
• Assist with and play a key role in public and stakeholder engagement efforts, including meetings, workshops, and presentations
• Communicate technical information clearly through strong written deliverables and verbal presentations
• Mentor junior staff and contribute to a collaborative team environment
• Lead business development and client relationship efforts as appropriate

Qualifications, Skills, And Competencies

• Bachelor’s degree in Urban Planning, Transportation Planning, Civil Engineering, or a related field (required)
• 15+ years of experience in transportation planning and/or multimodal project development
• Experience managing active transportation, trails, or multimodal projects
• Strong understanding of current national and local guidelines, particularly for bicycle and pedestrian facilities
• Proficiency in GIS and/or transportation planning and analysis tools
• Experience preparing and reviewing technical reports, studies, and planning documentation
• Strong written and verbal communication skills, including experience presenting to clients, stakeholders, and public audiences
• Ability to work across multiple phases of planning projects
• Self-motivated with strong organizational skills and attention to detail
• Ability to work independently and collaboratively in a team environment

Preferred Qualifications

• Experience working directly with UDOT or on UDOT-funded projects
• Experience with trail planning and design, including alignment development and user experience considerations
• Background in corridor planning, active transportation plans, or multimodal network development
• Experience working with state DOTs, MPOs, and/or local agencies
• Interest in innovative mobility solutions and emerging best practices in active transportation
• Experience supporting public involvement and stakeholder coordination
• Experience mentoring junior staff
