Job summary

Horrocks seeks a Senior Traffic Engineer to lead ITS, signal and lighting projects from planning through construction. You will work with clients and public agencies while guiding internal teams to deliver compliant, high-quality solutions.

The role requires a PE license and 8+ years of experience, with strong communication and leadership skills. This primarily supports our Utah offices, with growth opportunities across the western states.

Qualifications

• Bachelor’s degree in Civil Engineering from ABET-accredited program.
• Professional Engineer (PE) license required; PTOE certification preferred.
• 8+ years of professional experience in traffic or transportation engineering.
• Proficiency with design platforms and traffic analysis tools.
• Ability to lead projects and mentor staff.

Responsibilities

• Manage and deliver traffic signal, ITS, and lighting projects from planning through design and construction support.
• Lead project scope development, budgeting, scheduling, staffing, and coordination to meet objectives.
• Oversee analysis, design, and preparation of plans, specifications, estimates, and memoranda.
• Ensure compliance with MUTCD, FHWA, AASHTO, and applicable standards.
• Serve as primary technical contact for clients, agencies, and stakeholders.
• Provide technical oversight, quality control reviews, and mentorship to staff.
• Coordinate with roadway, structural, planning, utility, drainage, and construction teams.
