Job summary

Agile Defense is seeking a Senior Test and Evaluation Manager to serve as the senior orchestrator and strategic leader for a complex Government test portfolio. The role directs a multi-disciplinary team, synchronizes test events, and ensures resources and schedules stay on track while interfacing with senior leadership and external stakeholders.

  • Mastery of T&E methodologies, test design, and statistical data analysis.
  • Hands-on expertise in COMSEC protocols, cryptographic equipment, and secure network infrastructure.
  • Experience with secure key distribution architectures and cryptographic client nodes.
  • Leadership and mentorship experience managing multi-disciplinary test teams.
  • Proficiency in Government acquisition lifecycle, development and operational testing methods.

Responsibilities

  • Serve as the central authority directing all Test and Evaluation activities across the program portfolio, synchronizing multiple, overlapping test events, managing dynamic schedules, and ensuring resource allocation aligns with strategic priorities.
  • Provide direct leadership and mentorship to a diverse team of subject matter experts, test engineers, and cybersecurity analysts.
  • Act as the primary operational point of contact for Government technical representatives, managing budget execution, labor burn rates, and overall contract performance.
  • Serve as strategic interface with senior leadership, PMOs, and external mission partners, translating complex technical findings into actionable, executive-level briefings.
  • Identify programmatic, technical, and scheduling risks, develop mitigation strategies, and deconflict resources to maintain program velocity.
  • Maintain accountability for the quality, accuracy, and timeliness of contract deliverables including reports and final test evaluation deliverables.

We are seeking an experienced Senior Test and Evaluation Manager to serve as the senior orchestrator and strategic leader for a complex, high‑visibility Government test portfolio. Operating at the intersection of strategic planning and tactical execution, you will provide overarching direction to a multi‑disciplinary team of highly specialized experts. This role is the driving force that synchronizes complex, simultaneous test events, deconflicts critical resources, and ensures seamless integration across all phases of test and evaluation. Ultimately, you will serve as the primary strategic interface for senior leadership and external stakeholders, ensuring that all program milestones, personnel, and operational logistics are managed efficiently, on schedule, and within scope.

Key Responsibilities
  • Serve as the central authority directing all Test and Evaluation activities across the program portfolio, synchronizing multiple, overlapping test events, managing dynamic schedules, and ensuring resource allocation aligns with strategic mission priorities.
  • Provide direct leadership and mentorship to a diverse team of subject matter experts, test engineers, and cybersecurity analysts, fostering a cohesive, high‑performing environment focused on quality execution.
  • Act as the primary operational point of contact for Government technical representatives, managing budget execution, labor burn rates, and overall contract performance to ensure compliance and efficiency.
  • Serve as strategic interface with senior leadership, PMOs, and external mission partners, translating complex technical findings into actionable, executive‑level briefings.
  • Proactively identify programmatic, technical, and scheduling risks, develop and implement mitigation strategies, and deconflict critical lab, network, and personnel resources to maintain program velocity.
  • Maintain ultimate accountability for the quality, accuracy, and timeliness of all contract deliverables, including recurring activity reports, monthly status summaries, and final test evaluation reports.
Qualifications
  • Bachelor’s degree in Engineering, Computer Science, Business Management, or a related field (Master’s preferred).
  • Minimum 10–15 years of experience in Test & Evaluation (T&E) or Program Management within a Federal Government or Department of War environment.
  • Active Top Secret/SCI security clearance with a polygraph.
  • Mastery of T&E methodologies, test design, and statistical data analysis.
  • Hands‑on expertise in Communications Security (COMSEC) protocols, cryptographic equipment, and secure network infrastructure.
  • Experience with modern secure key distribution architectures and cryptographic client nodes.
  • Exceptional technical writing skills and proven ability to author highly classified, executive‑level assessments.
  • Leadership and mentorship experience managing multi‑disciplinary test teams and engineering specialists.
  • Proficient understanding of the Government acquisition lifecycle, developmental and operational testing methodologies, and secure systems evaluation processes.
  • Experience managing program financials, schedules, and resources on Firm‑Fixed‑Price contracts (highly preferred).
  • Project Management Professional (PMP) or equivalent acquisition certification (e.g., DAWIA PM or T&E Level III).
  • Prior experience overseeing test programs within secure, enterprise‑level laboratory or Government test facilities.
Job Specifics
  • Environment: General office environment, primarily sedentary with occasional standing or walking up to 10% of the time.
  • Physical Demands: Medium strength with a maximum lift of 50 lb and frequent lifting/carrying up to 25 lb.
  • Physical Requirements: Standing, sitting, walking, repetitive motions, use of hands/fingers; occasional stooping, kneeling, crouching, crawling.
  • Travel: Up to 40% travel.
