Job summary

Astreya is seeking a Senior Deployment Program Manager for ATC within Network Deployment Engineering to own end-to-end data center network infrastructure deployments from planning through handoff. This leadership role emphasizes program outcomes, stakeholder alignment, and data-driven decisions in fast-paced, high-ambiguity environments.

You will influence multiple cross-functional teams, manage hardware supply/demand, and drive KPIs for deployment velocity and risk posture while mentoring

Job description

The ATC (Air Traffic Control) Senior Deployment Program Manager ( Senior Technical Program Manager) is a senior program leadership role within Network Deployment Engineering. Named \"ATC\" because it coordinates multiple concurrent network deployments much like air traffic control sequences planes, this role owns end-to-end delivery of Data Center network infrastructure — from planning through operational handoff.

This is a program leadership role first. Your impact comes from your ability to influence stakeholders, drive alignment across competing priorities, and deliver outcomes at scale. You'll need enough technical fluency to hold informed conversations with engineers and navigate infrastructure interdependencies. We're looking for a senior program leader with executive presence and credibility — someone with a track record of driving complex infrastructure programs to completion in fast-paced, high-ambiguity environments.

Key Responsibilities
Program Leadership & Delivery Ownership
  • Own end-to-end deployment programs from intake through execution, handoff, and close-out across multiple concurrent builds
  • Develop deployment strategies with scope, resource requirements, timelines, and dependency mapping across infrastructure layers and cross-functional teams
  • Drive weekly syncs, kickoff calls, and cross-team alignment meetings with engineering, construction, overlay teams, and site PMs
  • Make prioritization calls and trade-off decisions independently — escalating strategically, not reflexively
  • Establish and track program KPIs that measure deployment velocity, schedule confidence, and risk posture — use data to drive decisions, not passive reporting
Stakeholder Influence & Executive Communication
  • Serve as the single point of accountability for deployment programs — the person in the room who drives clarity when multiple teams are misaligned
  • Influence cross-functional teams without direct authority; build trust and credibility that compels action
  • Own program communications: crisp status updates, proactive escalations, and executive briefings that synthesize complexity into \"where we are, what's at risk, what I need\"
  • Present DC capacity delivery metrics to leadership forums and provide execution-status input to Network Planning
  • Navigate competing stakeholder priorities and drive alignment on scope, timelines, and trade-offs
Hardware Supply & Demand Management
  • Manage PO/pool allocations, hardware tracking, and material readiness for deployments
  • Track global supply status in coordination with Supply Chain; validate demand vs. supply quarterly
  • Proactively identify and mitigate supply risks before they become schedule blockers
  • Optimize hardware allocation across projects, regions, and the broader fleet
  • Identify and track risks/dependencies across deployment phases and infrastructure layers
  • Maintain dependency matrices; ensure upstream/downstream teams are aligned
  • Resolve cross-domain schedule conflicts by aligning engineering pillars on execution sequence and prioritization
  • Proactively expedite blockers and drive resolution across cross-functional teams
Continuous Improvement & Operational Rigor
  • Build and improve program tooling — automated status reporting, performance scorecards, and data-driven decision frameworks that reduce manual toil and improve cross-functional transparency
  • Drive process automation and operational rigor, transforming manual workflows into scalable, repeatable systems
  • Share best practices and mentor junior PMs on deployment operations
  • Stay current on infrastructure technologies, deployment methodologies, and tooling
Required Skills & Qualifications
  • Proven ability to command programs and influence outcomes — you take ownership, drive decisions, and hold people accountable without needing positional authority
  • Executive presence and communication — ability to synthesize complex multi-team programs into clear, compelling narratives for senior leadership; polished and confident in high-stakes conversations
  • Track record of creating structure in ambiguous, fast-moving environments — you've walked into programs with no playbook and built the operating model that made them succeed
  • Evidence-driven and metrics-oriented — you operate with data, establish KPIs, and build automated reporting with real-time program health visibility
  • Experience managing concurrent programs with competing priorities and shared resources
  • Demonstrated ability to coordinate large cross-functional teams (engineering, construction, procurement, operations, vendors) without direct authority
  • Experience with hardware supply/demand management, BOM tracking, and procurement coordination
  • Strong risk identification and mitigation instincts — you surface problems early and drive resolution before they become blockers
Technical Baseline
  • Foundational understanding of data center infrastructure — network, compute, power, cooling — and how these systems depend on each other during large-scale deployments
  • Familiarity with infrastructure deployment lifecycle — how hardware moves from sourcing through staging, installation, turn-up, validation, and operational handoff
  • Ability to engage in technical conversations, ask the right questions, and unblock issues — without needing to be the one configuring equipment
  • Comfortable operating in \"first-of-a-kind\" environments — NPI hardware, emerging architectures, and builds where the playbook doesn't exist yet
  • Experience with project management tools (Jira, Smartsheet, MS Project, or equivalent)
  • Experience with AI/automation tools for workflow optimization is a plus
Industry Experience
  • 10+ years of program management in network infrastructure, cloud infrastructure, data center, or hyperscale environments
  • Experience coordinating large-scale infrastructure deployments with multiple stakeholders and vendors
  • Hyperscale or high-growth environment experience strongly preferred
Domain Specializations

We are hiring ATC Deployment Program Managers across two specialized domains.

BBE-IP — Backbone IP
  • Manages the roadmap for backbone IP deployments across the DC fleet, including upgrades and new data centre turn-ups. Requires strong cross-site coordination, resolution of cross-domain schedule conflicts and prioritization between backbone projects.
  • Ideal candidates have exposure to: service provider or large enterprise backbone networks, migration planning, traffic engineering concepts, or carrier-scale routing environments.
  • Owns backend data center network deployments supporting AI/ML training and inference zones. Includes AI cluster network builds, New Product Introduction (NPI) hardware, and high-urgency executive-visibility builds requiring specialized high-bandwidth, low-latency configurations. Coordinates closely with Network Product Introduction teams and drives weekly syncs with cross-functional teams. Comfortable navigating first-of-a-kind builds where the playbook doesn't exist yet.
  • Ideal candidates have exposure to: GPU cluster environments, AI infrastructure delivery, high-performance computing, high-density compute/cooling deployments, fabric architectures (spine/leaf), NPI processes, or fast-paced emerging technology programs at cloud scale.
Education & Certifications
  • Bachelor's degree in Computer Science, Engineering, Information Technology, Business, or related field (or equivalent experience)
  • MBA or advanced degree a plus
  • PMP, PgMP, or equivalent project management certification preferred
  • Network or cloud certifications a plus but not required

  • Ability to travel up to 15% for site visits, workshops, and deployment support
