Job Description Summary
This Senior Systems Analyst (Proposal Engineer) role is responsible for leadingbusiness development and solution design activities across multiple IT programs. In this role, you will be part of a multidisciplinary team of engineers and analysts collaborating across User‑Facing, Data Center, Cloud, Operations, and multi-disciplinary Engineering teams, as well as new capabilities for emerging mission needs.
You willshape IT infrastructure solutions that directly address client requirements through comprehensive requirements analysis, systems modeling, and strategic problem‑solving. This position covers the full lifecycle of solution development for proposals and projects, including requirements gathering, conceptualization, documentation, cost estimation, and delivery of high‑quality proposal artifacts.
As a senior-level Systems Analyst (Proposal Engineer), you will serve as a key technical and functional interface between customers, engineering teams, and business development, ensuring that proposed solutions arefeasible, compliant, and aligned with mission objectives.
Requirements & Systems Analysis
- Analyze customer needs to determinefunctional and non‑functional requirements for a wide variety ofIT infrastructure and enterprise systems projects.
- Translate customer requirements intoclear system specifications, use cases, and high‑level architectures to guide solution design and technical approach.
- Coordinate, schedule, andlead internal and external Technical Exchange Meetings (TEMs) to clarify project requirements, resolve issues, and enable timely submission of proposals.
Solution Design & Proposal Development
- Work closely with technical and functional staff (e.g., engineering, operations, cloud, data center teams) todevelop integrated solutions that meet customer requirements, while identifying risks, external dependencies, and contingencies.
- Expedite proposal and project awards bymapping requirements to methodologies, labor categories, and material service catalogs to ensure solicitation criteria are met.
- Leverage historical data from prior proposals and apply service labor and material catalogs in the design of proposed solutions.
Costing, Estimation & Vendor Coordination
- Research, identify, and recommendresources (labor, tools, infrastructure, materials) required for task execution and completion.
- Obtain vendor quotes for material and travel expenses, as needed, tobuild and document accurate cost proposalsand Bills of Materials.
- Ensure proposal inputs (technical, cost, schedule) are consistent, traceable to requirements, and aligned with program and organizational guidelines.
Documentation & Governance
- Manage proposal content, including reference material and documentation used to create proposals, and maintain records in accordance withprogram, corporate, and government standards and policies.
- Generatetechnical briefings, reports, and other major documents for senior government and contractor leadership, clearly communicating solution approach, trade‑offs, risks, and expected outcomes.
Leadership & Continuous Improvement
- Act as atechnical lead/subject matter expert in solution development efforts, mentoring junior staff and contributing to best practices for systems analysis and proposal development.
- Maintain current knowledge of relevanttechnologies, architectures, and industry best practices in IT infrastructure and cloud environments.
- Participate in special projects and initiatives to enhance solution offerings, proposal processes, and analytical frameworks.
Required Qualifications
- 5+ years of relevant experience in one or more of the following:
- Requirements engineering
- Systems engineering
- Project management
- Proposal development/support for technical/engineering efforts
- Demonstrated experiencedeveloping bids for engineering or IT infrastructure proposals, ensuring alignment with customer needs, solicitation requirements, and business goals.
- Experience creating and managingtechnical documentation, program‑related messaging, and customer deliverables, including briefings, reports, and proposal content.
- Experience withcustomer requirements gathering and an understanding ofEnterprise IT Infrastructure, such as:
- Data Center Management Lifecycle
- Desktop Hosting / End User Computing
- Unified Communications
- End User Device Support
- Video & A/V Support
- Experience withIT Service Management (ITSM) principles andservice‑based contract vehicles (e.g., managed services, SLAs, catalog‑based services).
- Exceptional interpersonal and client‑facing skills, with the ability to lead technical discussions and collaborate across multidisciplinary teams.
- Exceptional writing and communication skills, with the ability to clearly articulate complex technical concepts to both technical and non‑technical stakeholders.
- Active TS/SCI clearance with eligibility to obtain aCI Polygraph.
Desired Qualifications
- Current and relevant customer experience within the target customer environment or mission set.
- ITIL certification (Foundation or higher), or equivalent experience with ITIL‑based service management frameworks.
- Experience operating in or supportingfederal/governmentorclassified environments (if applicable to your program).
- Manage proposal content, including reference material and documentation used to create proposals, and maintain records in accordance withprogram, corporate, and government standards and policies.

- Bachelor’s Degree in a related technical discipline (e.g., Computer Science, Information Systems, Engineering, or equivalent experience).
