Job summary

CBRE Government Services is seeking a Senior Subcontracts Administrator to build and scale the subcontracting function across portfolios. This full-time, project-funded role runs through March 31, 2027, with possible extension.

You will implement consistent subcontracting processes, manage a portfolio of subcontracts, and ensure compliance with government contracting rules. The position requires deep FAR/DFARS knowledge, strong administration experience, and proactive change management.

Qualifications

  • Bachelors degree required in supply chain or related field.
  • 6+ years end-to-end subcontract administration for a government contractor.

Responsibilities

  • Lead change management initiatives to implement a consistent subcontracting model across multiple business lines.
  • Partner with Operations to define roles and responsibilities: Operations owns requirements, scopes, and budgets; Supply Chain leads solicitation strategy, competitive evaluation, award recommendations, and subcontract file compliance.
  • Facilitate workshops and process-mapping sessions to clarify handoffs throughout the subcontract lifecycle.
  • Drive adoption of standardized intake processes, documentation requirements, approval gates, and service expectations.
  • Collaborate with Operations on award recommendations so technical, commercial, and compliance factors are fully considered.
  • Establish communication routines and partnership structures supporting performance monitoring, corrective actions, change management, and closeout.
  • Manage the full lifecycle for assigned key subcontracts, including solicitation, negotiation, award, administration, and closeout.
  • Pre-award/Solicitation: Partner with Operations to understand requirements, strengthen procurement-type justifications, and prequalify suppliers as appropriate.
  • Negotiation: Confirm requirements are met and achieve best value or lowest price technically acceptable (LPTA).
  • Award: Follow required procedures to oblige funding and execute subcontracts and system purchase orders.
  • Administration: Support dispute resolution, invoice clarifications, subcontractor performance management, changes, and closeout.
  • Mentor junior subcontract administrators and cross-functional business partners; provide subcontract administration guidance to mentor/protege small businesses as needed.
  • Apply a continuous‑improvement mindset to challenge the status quo, conserve resources, and enable greater focus on strategic initiatives.

Job Summary

The Senior Subcontracts Administrator builds, standardizes, and scales the subcontracting function supporting all CBRE Government Services portfolios. This is a full-time, salaried, project-funded role through March 31, 2027, with the potential to extend beyond that date. Reporting to the Sr. Manager of Subcontracts & Procurement, the position partners with Operations to implement consistent subcontracting processes, administer a portfolio of subcontracts, and ensure compliance with government contracting requirements and internal policies and procedures. The role requires deep FAR/DFARS knowledge, strong subcontract administration experience, structured change-management capability, and a proactive, solution-oriented approach. As the first point of escalation, the position provides decisive guidance to subcontract administration staff and helps resolve issues quickly and effectively.

Primary Job Functions

  • Serve as a subject‑matter expert on FAR, DFARS, the Service Contract Act, Davis‑Bacon Act, collective bargaining agreements (SCA/DBA/CBA), other federal regulations, and company policies.
  • Coordinate with Finance, Legal, Compliance, and Supply Chain to align subcontractor deliverables with program milestones, support seamless execution, and resolve performance issues.
  • Mentor junior subcontract administrators and cross-functional business partners; provide subcontract administration guidance to mentor/protege small businesses as needed.
  • Apply a continuous‑improvement mindset to challenge the status quo, conserve resources, and enable greater focus on strategic initiatives.
Education, Experience and Certification

  • Bachelor’s Degree

Knowledge, Skills, and Abilities
  • Advanced knowledge of federal acquisition processes, FAR/DFARS, and labor laws applicable to government contractors, including the Service Contract Act and Davis-Bacon Act.
  • Ability to negotiate complex subcontract terms with confidence and diplomacy and align subcontract strategies with program and business objectives.
  • Ability to rapidly assess risks, costs, and performance issues; develop practical solutions; and anticipate concerns before escalation.
  • Collaborative leadership builds trust across Business Development, Operations, Finance, and Legal and supports the development of junior administrators.
  • Resilience and adaptability under tight deadlines, audits, shifting priorities, and changing regulatory requirements.
  • Clear communication that translates complex contract terms into plain language and provides concise, actionable updates to executives and program managers.
  • Proven program-management capability with strong organization, attention to detail, and advanced proficiency in Microsoft Word, Excel, Access, and PowerPoint.
