Job summary

Northrop Grumman in San Diego, CA is seeking a Supply Chain Subcontract Specialist - Level 4 to lead pre-/post-award activities between internal teams and suppliers. You will draft RFPs/RFQs, negotiate terms, and ensure subcontract packages meet FAR/DFAR requirements.

The role requires a bachelor’s degree with 8+ years in supply chain or contracts, and solid experience with MRP systems and ERP tools like SAP, Costpoint, or Oracle. Hybrid work at multiple CA locations; no relocation assistance.

Qualifications

• Bachelor’s degree or 12 years of related experience in supply chain, purchasing, subcontracts, or contracts.
• Experience with government purchasing, including FAR/DFAR.
• Experience with MRP systems and ERP software (SAP, Costpoint or Oracle).

Responsibilities

• Conduct supplier evaluations and performance monitoring to ensure quality and reliability.
• Manage all pre-award and post-award subcontract activities, including onboarding suppliers, drafting RFPs and RFQs, analyzing bids and conducting negotiations, and completing compliance purchase order/subcontract packages meeting FAR/DFAR requirements.
• Coordinate with internal stakeholders such as contracts, engineering, quality, planning, operations, programs, end-users, and others to finalize Statements of Work (SOWs) and draft NDAs and Long-Term Purchasing Agreements (LTPAs).
• Ensure strict compliance with public laws, company policies, import/export regulations, flow-down clauses and uphold procurement integrity and ethical practices.
• Continuously refine processes to improve efficiency, reduce costs, mitigate risks, and drive program success, including cost savings strategies.
