Job summary

Qualifications

  • Bachelor of Science in Civil Engineering (or BLA/BSLA/MLA) required.
  • 10+ years in H&H analysis, stormwater design, and watershed modeling; ability to communicate designs to clients and stakeholders.
  • Experience developing contract documents: plans, details, specs, cost estimates.
  • Ability to work independently, manage design tasks, and mentor early-career staff.
  • PE license required.
  • Strong CAD experience with AutoCAD Civil 3D.
  • Experience with hydrologic modeling: WWHM, SWMM, PCSWMM, XPSWMM, InfoWorks ICM.

Position Summary

Jacobs is seeking a Senior Stormwater Engineer to lead stormwater planning, design, and construction documents for stormwater retrofit, transportation, and site development projects. The role will also involve client engagement and business development throughout Oregon and southwestern Washington, based in our downtown Portland, OR office.

In addition to supporting other water, transportation, and architectural projects, the Senior Stormwater Engineer/Senior Landscape Architect will have the opportunity to lead cutting‑edge stormwater focused projects, including water quality retrofits and other community‑centered multi‑benefit projects. This candidate will partner with our regional environmental restoration and water resources practices, bringing integrated solutions to our clients across the Pacific Northwest and beyond.

Responsibilities

Lead stormwater analysis and design and hydrologic & hydraulic (H&H) modeling for a variety of water resources‑related projects, including water quality retrofits, habitat restoration, transit, and site development projects. Provide design from concept level to final construction documents, prepare and assemble stormwater and H&H reports, produce illustrative communications exhibits for project proposals, concept developments, and public presentations, and support construction administration. Oversee production of construction plans, drainage reports, specifications, and cost estimates, and communicate designs and technical information to clients, community stakeholders, permitting agencies, and internal team members. Mentor early‑ and mid‑career staff and delegate tasks as appropriate. Software typically used for projects include SWMM, PCSWMM, XPSWMM, HEC‑HMS, InfoWorks ICM, the Western Washington Hydrology Model (WWHM), MGSFlood, Adobe Creative Suite tools, and others required to meet State, local, and Federal agency requirements.

Qualifications
  • Bachelor of Science Degree in Civil Engineering and/or Landscape Architecture (BLA/BSLA/MLA)
  • 10+ years of experience in H&H analysis, stormwater and BMP/LID design, and watershed modeling; experience communicating design deliverables to clients and community stakeholders
  • Technically focused with demonstrable experience developing contract documents, including plans, details, specifications, and cost estimates
  • Ability to work independently, manage design tasks, and mentor early‑career staff
  • Ability to lead and direct project teams while overseeing design and project development
  • PE license
  • Strong experience with CAD design software (AutoCAD Civil 3D)
  • Experience with hydrologic modeling using WWHM, MGS Flood, SWMM, PCSWMM, XPSWMM, and/or InfoWorks ICM
  • Experience applying and developing climate and projection data for designing and planning resilient water resources infrastructure projects
  • Existing relationships and business development experience with clients in Oregon and southwest Washington on stormwater programs and projects (water/stormwater utilities, Federal and state water quality and environmental protection agencies, local and regional flood management agencies, and regional and local planning and transportation agencies)
Preferred Qualifications
  • Master of Science Degree in Civil Engineering or Master of Landscape Architecture
  • Experience consulting for public agencies
  • Familiarity with Oregon and Washington state, regional, and local stormwater regulations, policies, and design/performance standards
  • Experience developing Temporary Erosion Sediment Control (TESC) plans, Construction Stormwater Pollution Prevention Plans (CSWPPP), DEQ Compliance, and stormwater master plans
  • Microstation InRoads or OpenRoads design experience
  • Envision Sustainability Professional or LEED Accredited Professional
  • Strong graphic experience with CAD design software and Adobe Creative Suite

Salary

Base salary range: $110,600.00 to $172,850.00. Individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training.
