Job summary

Mathematica seeks a State and Territory Systems Specialist to provide technical assistance and capacity-building support to CCDF programs. You will partner with agencies to strengthen child care systems, improve program implementation, and advance quality improvement efforts.

This full-time role requires deep policy and operational expertise, strong project management and stakeholder engagement skills, and a Master’s degree with 6+ years of leadership experience.

Qualifications

• Master’s degree required in a relevant field (early childhood, human services, public policy, public administration)
• Six or more years of experience managing complex projects or tasks
• In-depth knowledge of CCDBG Act, CCDF program requirements and Plan processes
• Strong operational knowledge of CCDF program administration within states/territories
• Experience designing and facilitating change management or continuous improvement processes
• Data-integration and systems-building experience at state/territory level
• Knowledge of diverse early childhood funding streams and coordinated state/local use
• Understanding of state early childhood system policies and governance structures
• Excellent written and oral communication skills for diverse stakeholder audiences
• Strong organizational skills with ability to manage multiple priorities under deadlines

Responsibilities

• May serve as task leaders or project directors depending on project size
• Builds and maintains collaborative client relationships
• Collaborates with federal and state clients to implement program improvement strategies
• Leads multidisciplinary teams to implement and advise on policy and programs
• Designs solutions meeting client needs using participatory approaches
• Provides direction and quality control to keep work on time and budget
• Plans and executes webinars or small group discussions with government clients
• Authors or reviews technical assistance tools to ensure quality and facilitate program improvement

Education

Master’s degree in early childhood education, human services, public policy, public administration, or related field
