Job description

We are dedicated to growing a culture of belonging through our values:

Respect | Trust | Diversity | Inclusion | Equity

At the Department of Licensing (DOL) we recognize the importance of work life harmony and strive to create a culture where employees feel valued and respected. Our employees are trusted and encouraged to be a part of process improvements that impact their work, create value for our customers and help build trust in our government.

Our Information Services Division (ISD) team is recruiting for an Enterprise Data Architect to help shape the future of data across DOL!

We are one of the most public facing state agencies and the second largest revenue generating agency in Washington State. We regularly interact with over 6 million Washington residents and collect nearly $3 billion in taxes and fees annually. We know our services are essential to our customers’ ability to live, work, drive, and thrive and we are committed to ensuring every resident has equitable and meaningful access to our services.

Are you a data architecture professional who combines enterprise-level technical expertise with advanced data science skills and enjoys turning complex data challenges into practical solutions? If so, read on!

As an Enterprise Data Architect, you will provide enterprise-wide leadership for DOL's data strategy, architecture, standards, and practices. In this role, you will design and guide data solutions that support critical agency systems, advanced analytics, artificial intelligence, machine learning, and business decision-making. You will work across business and technology teams to establish consistent approaches for how data is structured, integrated, governed, protected, and used throughout its lifecycle. As a senior technical expert, you will also advise agency leaders, architects, developers, analysts, data scientists, and governance groups on complex data decisions. This position does not directly supervise staff, but it has significant influence across the agency by establishing standards, providing technical direction, and building DOL's data architecture and data science capabilities.

Some of what you will do:

  • Develop and maintain DOL's enterprise data architecture framework, reference architectures, data models, technical standards, and strategic roadmaps.
  • Design scalable enterprise data solutions, integration patterns, data pipelines, analytical environments, and repositories that support operational systems, analytics, AI, and machine learning.
  • Establish and guide enterprise practices for data governance, data quality, metadata, master data management, security, privacy, interoperability, and lifecycle management.
  • Translate complex business, operational, and analytical needs into technical data designs, implementation strategies, and reusable enterprise solutions.
  • Apply advanced data science, statistical, predictive, and machine learning methods to support enterprise data solutions and evidence-based decision-making.
  • Advise agency leaders, governance groups, architects, developers, analysts, data scientists, and business partners on complex data architecture, technology, and modernization decisions.
  • Teach, mentor, and consult with technical and business teams to strengthen data architecture, data engineering, data science, and data literacy practices across the agency.

What you will bring:

  • Eleven (11) years of progressively responsible experience spanning enterprise data architecture, data management, application/software development, database administration, information or operational technology consultation and strategy, data standards development, data governance, master data management, data analytics/business intelligence, and data science.

Experience must include:

  • Five (5) years of progressively responsible experience applying data science principles through the design, development, implementation, or operationalization of data-driven solutions using statistical analysis, predictive modeling, machine learning, artificial intelligence, or other advanced analytical methods.
  • Demonstrated professional experience designing enterprise data architectures and data models; developing or administering databases and data platforms; engineering data pipelines or analytical environments; and establishing enterprise data standards, governance, or master data practices.
  • The ability to:
    • Understand and follow agency values of respect, trust, diversity, equity, and inclusion through behaviors, and decisions.
    • Promote and support a respectful, equitable, and inclusive workplace for all employees.
    • Promote and support respectful, equitable, and inclusive delivery of services to customers.
    • Take action to learn and grow.
    • Take action to meet the needs of others.

Experience may be obtained concurrently.

Up to five (5) years of relevant education (Engineering, computer science, data science, or a related technical discipline) may substitute year for year for experience.

Associates degree = 2 years | Bachelor’s degree = 4 years | Master’s degree = 5 years

What may set you apart:

  • Experience designing and leading highly complex enterprise data architectures involving data quality, analytics/business intelligence, data privacy, security, and system integration.
  • Certification in an enterprise architecture or data management framework, such as TOGAF or DAMA.
  • Experience developing, recommending, and maintaining enterprise technology policies, standards, architecture practices, and strategic roadmaps.

Additional Requirements of Employment:

  • Prior to a new hire, a pre-employment screening, including criminal record history, will be conducted. Information from the pre-employment check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.
