Guidehouse is seeking a Budget Analyst to support DoD budgeting and financial management processes. The role involves assisting the PEM, performing funding execution tasks, and preparing PPBE inputs and reports.

Qualifications

  • 10 years performing analyses in finance and accounting functions such as Budget Formulation, Budget Justification, Budget Execution, and Tracking/Reviewing.
  • 10 years using federal financial/accounting systems, preference with updating accounts, records, reports, and controls.
  • 2 years working in SAP environment.
  • 4-year Degree or equivalent in Accounting, Finance, or Business Administration or 7 years of relevant experience.

What You Will Do

Assist Government Program Element Monitor (PEM). Provide various Budget Analyst Functions to support funding execution and tracking. Provide analysis, recommendations, and tracking of program funding. Obtain a quick understanding of the unique program business processes and establish relationships with stakeholders. Understand and communicate DAF/DoD PPBE processes and financial management regulations. Administer requests for distribution of funds to field organizations. Support budget formulation activity, including analysis and estimates of annual funding needs. Provide PPBE process staff support, meeting support and conferences, POM, PBR, and PB support. Support Congressional reporting and prepare annual report to Congress. Draft, track, and analyze both specialty and monthly reports. Track and report open commitments, obligations, expenditures, program budgets, and contract reconciliation for all assigned programs; make recommendations to government PEM. Perform extensive analysis and research on business process errors/failures and resolve them. Document procedures identified and train others on steps in resolving complex matters. Review policy and recommend changes/improvements to business processes. Understand and communicate DoD budgeting and financial regulations. Perform budget execution involving annual and multi-year direct and reimbursable AF and DoD appropriations. Oversee, update, track, and reconcile financial and budget execution information. Obtain, compile, and summarize information for use by others. Make daily decisions concerning tracking of financial transactions and recommend solutions to complex budget problems. Use automated budgetary systems and computer-generated products in accomplishing budgeting assignments.

What You Will Need
  • Top Secret/SCI with SAP eligibility security clearance.
  • 10 years performing analyses in various finance and accounting functions such as Budget Formulation, Budget Justification, Budget Execution, and Tracking/Reviewing.
  • 10 years using federal financial/accounting systems, preference with updating accounts, records, reports, and controls.
  • 2 years working in SAP environment.
  • 4-year Degree or equivalent in Accounting, Finance, or Business Administration or 7 years of relevant experience.
What Would Be Nice To Have
  • Possess a high degree of initiative requiring minimal supervision.
  • Experience producing professional and accurate reports and documents.
  • Exhibit knowledge and skill in budget-related laws, regulations, methods, etc. to work in a dynamic environment and effectively interact with numerous DoD, military/civilian personnel and industry partners.
  • Experience performing extensive analysis and research on business process errors/failures, including integrated business/process resolutions.
  • Develop solutions for process breakdowns and present the findings to the government PEM.
  • Demonstrate strong utilization of Microsoft Office (Word, PowerPoint, Project, and Excel).

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
