Responsibilities

• Lead and coordinate software testing activities across the full SDLC, including strategy, planning, scheduling, resource coordination, and risk-based testing.

• Plan, execute, and oversee functional, integration, system, API, regression, performance, accessibility, and UAT testing.
• Establish test criteria, assess readiness, manage risks, dependencies, and blocked tests.
• Design, implement, and maintain automated test frameworks and scripts, integrating tests into CI/CD pipelines.

• Validate application functionality, data integrity, authentication, authorization, and performance.
• Coordinate with developers, DBAs, cybersecurity, analysts, and stakeholders to resolve issues.
• Report progress, quality metrics, risks, and release readiness; advise on residual risk.
• Mentor QA engineers and promote best practices.

The Senior Software Test Lead leads software quality assurance for enterprise Management Information Systems (MIS), including cloud-based and database-driven applications that use Oracle and Microsoft SQL Server. The position supports mission-critical operations within a team providing IT support, maintenance, operations, logistics, and engineering services.

This hands-on lead directs test planning, execution, automation, accessibility testing, defect management, and quality reporting. The role provides evidence and release-readiness recommendations to program leadership, coordinates specialist assessments, and supports stakeholder acceptance. Designated authorities retain final acceptance and risk decisions.

The role is responsible for test strategy, planning, execution, automation, accessibility compliance, defect management, and quality reporting. The Software Test Lead will support Oracle and Microsoft SQL Server-based systems and ensure solutions meet functional, performance, security, and Section 508 accessibility requirements.

Responsibilities

• Lead and coordinate software testing activities across the full Software Development Life Cycle (SDLC), including test strategy, planning, prioritization, scheduling, resource coordination, and risk-based testing.
• Develop and maintain test plans, procedures, test cases, execution records, traceability matrices, and quality reports that provide repeatable testing and auditable results.
• Plan, execute, and oversee functional, integration, system, API, regression, performance, accessibility, and user acceptance testing to validate application quality and requirements coverage.
• Establish test entry and exit criteria, assess testing readiness, identify coverage gaps, and manage testing risks, dependencies, exceptions, and blocked tests.
• Design, implement, and maintain automated test frameworks and scripts using industry-standard tools, and integrate automated testing into CI/CD pipelines where applicable.
• Lead Section 508 and WCAG accessibility compliance testing, including validation of assistive technology compatibility, keyboard navigation, and accessibility standards.
• Validate application functionality, data integrity, authentication, authorization, session management, audit capabilities, and performance against approved requirements.
• Manage defects through reproduction, severity assessment, triage, retesting, regression verification, and closure; track and report defect status, quality trends, and remediation progress.
• Coordinate user acceptance testing and collaborate with developers, database administrators, cybersecurity personnel, business analysts, accessibility specialists, and stakeholders to resolve issues and support successful delivery.
• Report testing progress, quality metrics, coverage, risks, unresolved defects, and release readiness; provide recommendations regarding residual risk and production deployment decisions.
• Mentor test engineers, promote quality assurance best practices, maintain testing documentation, and drive continuous process improvement.
• Perform other duties as assigned.

Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or related field; or an Associate’s degree with two additional years of relevant experience.
• 4+ years of SDLC testing experience.

Preferred Qualifications

• 6+ years of SDLC testing experience.
• 4+ years leading software testing teams or major test efforts.
• Experience supporting enterprise Management Information Systems (MIS) applications.
• Experience with testing systems which utilize Oracle and Microsoft SQL Server databases.
• Experience with manual and automated testing methodologies.
• Demonstrated experience developing and maintaining automated tests with Selenium, Playwright, Cypress, or comparable frameworks within an approved program toolset.
• Experience working in Agile, Scrum, and DevSecOps environments, including test integration with CI/CD pipelines where applicable.
• Experience with Azure DevOps, Jira, or comparable tools for test management, requirements tracking, defect reporting, and collaboration.
• Practical experience with assistive technologies and accessibility tools such as JAWS, NVDA, axe, Accessibility Insights, or comparable tools.
• Experience testing applications in government or other regulated environments.
• Experience validating legacy application modernization and database migrations.

Knowledge, Skills And Abilities

• Strong knowledge of software testing principles, risk-based testing, requirements traceability, defect management, and release-readiness assessment.
• Proficiency in a programming or scripting language appropriate to the selected automation framework and ability to develop UI, API, regression, and database tests.
• Strong SQL skills for validating Oracle and Microsoft SQL Server application data, business rules, and reconciliation results.
• Demonstrated ability to conduct and document Section 508 and applicable WCAG assessments using approved manual and automated methods.
• Ability to plan representative test environments and data, interpret performance results, and coordinate application security testing with technical specialists.
• Strong analytical, troubleshooting, documentation, communication, and leadership skills, with the ability to explain quality risks and mentor team members.
• Ability to recognize the limitations of automated accessibility testing.
