Job summary

The North Carolina Department of Justice is seeking a Criminal Justice Specialist/Invest III (NS) to coordinate rulemaking for two state commissions. You will draft rules, prepare fiscal notes, publish notices, host hearings, and liaise with agencies and local governments to ensure consistent, legally sound standards.

The role requires experience with administrative rulemaking, strong regulatory writing, and the ability to present findings to boards and committees.

Qualifications

• Experience drafting, reviewing, or implementing administrative rules, statutes, or regulatory standards.
• Experience with North Carolina Administrative Procedure Act rulemaking, including fiscal notes and Rules Review Commission review.
• Juris Doctor, paralegal certification, or demonstrated legal/regulatory writing experience.
• Experience presenting information to boards, commissions, or executive leadership.

Responsibilities

• Coordinates the rulemaking program for two commissions, ensuring legal soundness.
• Drafts rules, amendments, readoptions, and repeals implementing Commission decisions.
• Manages fiscal notes, publication, hearings, and Rules Review Commission reviews.
• Gathers data, prepares cost analyses, and coordinates with agencies and local governments.
• Attends meetings and presents proposed rules and timelines.
