Job summary

The Aerospace Corporation is seeking a Senior RF Spectrum Policy Analyst/Engineer to support spectrum policy for government customers. This on-site role requires TS/SCI eligibility and U.S. citizenship, with work locations in Chantilly, VA or El Segundo, CA or Colorado Springs, CO.

Responsibilities include evaluating ITU/NTIA/FCC actions, developing spectrum plans, and advocating positions to protect spectrum access. Leadership and mentoring of engineers are expected.

Qualifications

  • Bachelor’s degree in Electrical Engineering or related STEM discipline.
  • Minimum of 8 years of relevant technical experience.
  • Knowledge of ITU, NTIA or FCC spectrum management processes.
  • Prior experience with spectrum policy and coordination.
  • Knowledge of RF communications systems and architectures.
  • Project development experience and ability to lead small teams of engineers.
  • Ability to present results effectively in briefings and technical reports.
  • Some travel, approximately less than 10%.

The Communication Architectures Department (CAD) performs trade studies, analyses, and simulations to optimize the overall communications performance of terrestrial, satellite, launch vehicle, and ground-based systems. CAD also provides radio frequency (RF) spectrum engineering to future military, civil, and commercial systems and guides the development of spectrum regulations and policies to assure critical wireless systems have access to necessary spectrum resources.

We are seeking a Senior RF Spectrum Policy Analyst/Engineer (Engineering Specialist or Senior Engineering Specialist – Communications Systems Engineering) to support multiple aspects of spectrum policy for the government customer, including evaluating potential impacts of proposed policies and advocating for policy positions that maintain customer access to spectrum. We work with customers throughout the Department of Defense (DoD), Intelligence Community, and civil agencies. The selected candidate will be required to work full time on‑site at our facility at Chantilly, VA or ElSegundo, CA, or Colorado Springs, CO.

What You’ll Be Doing
  • Evaluate national and international spectrum policy activities, including International Telecommunications Union (ITU), White House, Congress, Federal Communications Commission (FCC), and National Telecommunications and Information Administration (NTIA) actions, to determine impacts to the customer
  • Support development and implementation of spectrum plans, strategies, and policies for customer organizations
  • Advocate for policy positions to protect the customer’s use of spectrum
  • Provide technical analysis to support spectrum reallocation studies
  • Coordinate with program offices, federal spectrum agencies, and other stakeholders
  • Mentor junior employees in spectrum management and engineering
What You Need to be Successful – Engineering Specialist
Minimum Requirements
  • Bachelor’s degree from an accredited university in Electrical Engineering or related STEM discipline
  • Minimum of 8 years of relevant technical experience
  • Knowledge of International Telecommunications Union (ITU), National Telecommunications and Information Administration (NTIA) or Federal Communications Commission (FCC) spectrum management processes
  • Prior experience with spectrum policy and coordination
  • Knowledge of RF communications systems and architectures
  • Project development experience and ability to lead small teams of engineers
  • Ability to present results effectively in briefings and technical reports
  • Some travel, approximately less than 10%, is anticipated
  • This position requires ability to obtain and maintain an active TS/SCI security clearance, which is issued by the US government.
  • U.S citizenship is required to obtain a security clearance.
Senior Engineering Specialist Minimum Requirements
  • Minimum of 12 years of relevant technical experience
  • Proven project development and technical leadership experience
How You Can Stand Out
  • Master’s or PhD in engineering or related discipline
  • Knowledge of various government programs and commercial satellite systems
  • Experience in leading matrixed teams
  • Ability to understand complex political, economic, commercial, technical, and national security factors involved in spectrum policy
  • Experience with programming languages such as Python or Matlab and/or modeling and simulations tools such as STK and Visualyse
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance

Individual salaries within that range are determined through a wide variety of factors including but not limited to education, experience, knowledge and skills.

(Min - Max) $129,000.00 - $249,600.00 Pay Basis: Annual
