Senior Resident Project Representative (RPR)

Reports to: Department Manager for Regional Quality Assurance

Status: Full-Time

Position Overview

The Senior Resident Project Representative (RPR) serves as the Engineer's primary field representative during construction and acts as a critical liaison between the Owner, Engineer, Contractor, regulatory agencies, and project stakeholders. Working under the direction of the Engineer of Record and Project Manager, the RPR provides construction observation, contract administration support, quality assurance oversight, project documentation, schedule monitoring, and compliance verification to help ensure projects are delivered in accordance with approved plans, specifications, contract documents, and regulatory requirements.

This position requires extensive knowledge of construction practices, contract administration, construction observation procedures, project documentation, and stakeholder coordination. The RPR does not direct the Contractor's means, methods, techniques, sequences, procedures, or safety programs but serves as an independent observer and advisor to support successful project execution.

Qualifications
  • Associate's or Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, or related technical discipline preferred.
  • Minimum 8+ years of progressively responsible experience in construction administration, construction observation, inspection, infrastructure projects, or engineering consulting.
  • Experience serving as a Resident Project Representative, Construction Manager, Owner's Representative, Senior Inspector, or similar role.
  • Working knowledge of EJCDC contract documents, public infrastructure construction, and construction administration procedures.
  • Ability to read and interpret engineering plans, specifications, shop drawings, schedules, and contract documents.
  • Experience with project documentation systems, field reporting, and construction records management.
  • Valid driver's license and ability to travel to project sites as required.
  • Relevant certifications such as NICET, ICC, ACI, DOT Inspector, OSHA, or equivalent preferred.
Key Responsibilities
  • Serve as the Engineer's on-site representative throughout construction activities.
  • Monitor project progress and conformance with approved plans, specifications, permits, and contract requirements.
  • Maintain continuous communication with project management and engineering staff regarding project status, risks, and field conditions.
  • Provide objective observations and recommendations concerning construction progress and compliance.
  • Support project delivery objectives while maintaining professional independence and contractual authority limitations.
  • Facilitate communication among project stakeholders to support efficient project execution.
Team Leadership and Development
  • Mentor junior inspectors, construction observers, and field personnel.
  • Promote consistency in field documentation, reporting standards, and observation procedures.
  • Assist in training field staff on contract administration processes and quality assurance requirements.
  • Foster a collaborative project environment among internal and external stakeholders.
  • Support continuous improvement initiatives related to construction services practices.
Client Relationship Management
  • Serve as a primary field contact for Owners, Contractors, regulatory representatives, and project stakeholders.
  • Assist the Engineer in maintaining positive client relationships throughout project execution.
  • Provide timely and professional communication regarding project status, milestones, and field observations.
  • Support Owner engagement by facilitating information requests and project updates through appropriate channels.
  • Represent the firm's commitment to quality, professionalism, and technical excellence.
Quality Control, Assurance and Compliance
  • Conduct construction observations to determine whether work is generally proceeding in accordance with contract documents.
  • Identify, document, and report nonconforming, defective, incomplete, or potentially deficient work.
  • Monitor testing, inspections, equipment start‑ups, and commissioning activities.
  • Verify compliance with approved shop drawings, specifications, permits, and regulatory requirements.
  • Track corrective actions and monitor resolution of quality-related issues.
  • Assist in punch list development, project closeout, and final acceptance activities.
  • Maintain quality records and documentation supporting project compliance.
Project Planning, Scheduling and Advisory
  • Review contractor schedules, shop drawing schedules, and schedules of values.
  • Monitor construction progress against approved schedules and milestones.
  • Participate in preconstruction meetings, progress meetings, coordination meetings, and stakeholder workshops.
  • Provide schedule‑related observations and recommendations to project leadership.
  • Assist in identifying potential schedule impacts and construction sequencing concerns.
  • Support planning for major inspections, testing activities, and project milestones.
Risk Management and Compliance
  • Identify and communicate project risks, delays, conflicts, and compliance concerns.
  • Document incidents, accidents, environmental releases, security concerns, and reportable events.
  • Monitor project activities for adherence to contractual obligations and regulatory requirements.
  • Escalate issues requiring engineering review or contractual interpretation.
  • Maintain comprehensive records supporting project decisions and dispute avoidance.
  • Assist project teams in minimizing risks associated with schedule, quality, and project delivery.
Cross-Functional Collaboration
  • Coordinate with engineering, environmental, geotechnical, construction, surveying, and project management teams.
  • Support collaboration between Owners, Contractors, subcontractors, suppliers, and regulatory agencies.
  • Facilitate timely communication of project information and engineering directives.
  • Assist with gathering information necessary for project execution and issue resolution.
  • Support multidisciplinary project delivery objectives through effective coordination.
Contracts and Vendor Management
  • Monitor contractor compliance with contract requirements.
  • Assist in reviewing applications for payment based on work completed and materials delivered.
  • Maintain records of contractors, subcontractors, suppliers, manufacturers, and vendors.
  • Review and track shop drawings, submittals, samples, change orders, and field directives.
  • Support contract administration activities through accurate documentation and reporting.
  • Assist project managers with contract-related issue identification and resolution.
Technical Expertise and Consulting
  • Provide field‑based technical observations regarding construction activities.
  • Interpret plans, specifications, shop drawings, and contract requirements.
  • Support engineering teams by documenting field conditions and constructability concerns.
  • Evaluate contractor recommendations and proposed modifications for engineering review.
  • Assist with verification of operational testing, commissioning activities, and startup procedures.
  • Support project closeout through review of operation manuals, maintenance manuals, certifications, and record documentation.
Business Development
  • Promote positive client experiences that strengthen long‑term business relationships.
  • Identify opportunities for additional services, future phases, and client support needs.
  • Support project managers in maintaining client satisfaction and repeat business opportunities.
  • Participate in industry events, professional organizations, and client engagement activities as appropriate.
  • Contribute to the firm's reputation for construction administration and project delivery excellence.
Performance Analytics
  • Monitor and report project progress against schedule and contractual milestones.
  • Maintain detailed daily reports, project logs, meeting records, and field documentation.
  • Track quality observations, corrective actions, testing activities, and project compliance metrics.
  • Provide periodic project status reports to engineering and management teams.
  • Measure contractor adherence to approved schedules, submittal requirements, and project deliverables.
  • Support project performance evaluations through accurate and timely reporting of field data.
Limitations of Authority

The Resident Project Representative operates strictly under the direction of the Engineer and shall not:

  • Authorize deviations from contract documents.
  • Direct contractor means, methods, techniques, sequencing, or procedures.
  • Assume responsibility for contractor safety programs or regulatory compliance.
  • Undertake responsibilities assigned to contractors, subcontractors, or suppliers.
  • Authorize project occupancy or acceptance on behalf of the Owner.
  • Exceed the authority delegated by the Engineer or contract documents.
