Job summary

The Intelligence and National Security Alliance seeks a Mechanical Project Manager to plan, manage, and execute capital and maintenance projects in a refinery. You will oversee equipment, piping, and process unit modifications from concept to startup, ensuring safety, schedule and budget compliance.

Qualifications

  • Bachelor's Degree in Mechanical Engineering is required.
  • 8+ years of project management experience in heavy industrial facilities.
  • Experience managing mechanical capital projects in operating plants.
  • Experience leading FEL/FEED through construction and startup.
  • Experience managing contractors and multidisciplinary teams.
  • Experience handling multi-million-dollar capital projects.

Responsibilities

  • Manage capital and expense projects from conception through startup and closeout.
  • Develop project scopes, estimates, schedules, and execution strategies.
  • Coordinate engineering, procurement, construction, operations, maintenance, and contractor activities.
  • Lead multidisciplinary project teams to ensure successful project execution.
  • Review and approve engineering deliverables, specifications, and contractor work packages.
  • Monitor project budgets, forecasts, schedules, and risk mitigation plans.
  • Support HAZOP, PSSR, MOC, and process safety initiatives.
  • Manage construction activities and contractor performance in the field.
  • Ensure compliance with refinery safety requirements, OSHA regulations, environmental standards, and company policies.
  • Coordinate commissioning, startup, and turnover activities.
  • Provide routine project status updates to management and stakeholders.
