Job summary

St. Paul Public Housing Agency (PHA) is seeking a Resident Services Senior Manager to lead the Resident Services team and oversee eligibility and program administration for public housing.

The role focuses on supervising staff, enforcing leases, maximizing occupancy, and coordinating with community partners to deliver safe, affordable housing and supportive services.

Qualifications

• Knowledge of property management practices, HUD rules, and tenant rights.
• Experience in housing/real estate management at B Band level or higher.
• Strong supervisory and administrative skills.
• Valid driver’s license preferred.

Responsibilities

• Supervise professional, technical and administrative staff and manage day-to-day operations of assigned properties.
• Enforce leases, inform residents of obligations, and support legal actions when needed.
• Maximize occupancy and control expenses through property management duties.
• Coordinate with Resident Councils and community groups to address concerns.
• Prepare statistics and reports on inspections, transfers, and terminations.
• Ensure safety and property upkeep in common areas; respond to emergencies.
• Travel to PHA sites as required.
