Job summary

Lusternational seeks an experienced Senior Scheduler to manage integrated master schedules for large heavy civil programs spanning highways, bridges, transit, aviation, and water/wastewater initiatives. You will test plans, quantify delays, and defend recovery strategies to support negotiations and payments.

You will analyze baselines, perform what-if analyses, and lead forensic reviews of disputed delays, using Monte Carlo risk tools and critical-path methods.

Qualifications

  • Bachelor's degree in engineering; 10+ years in scheduling large heavy-civil projects.
  • Experience with full CPM baseline schedule development, resource/cost loading, progress updating, variance analysis.
  • Experience evaluating time extension requests and Time Impact Analyses; document entitlement positions.
  • Ability to interpret scope, drawings, constraints into logic-driven, sequenced schedules.
  • Proficiency with scheduling software and MS Office Suite.

Responsibilities

Job description

About the Positions

We’re seeking Senior Schedulers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. You'll review submitted schedules, test whether the plan and the recovery story hold up, and quantify what a delay is actually worth in time and money. Forensic and delay analysis depth is what separates this bank from our general scheduling roles.

Responsibilities

may include, but are not limited to, the following:

  • Build and maintain the integrated program master schedule across design, procurement, third-party, and construction contracts, so leadership sees one critical path instead of one per contract.
  • Review baseline submittals and monthly updates for logic, durations, calendars, float, and resource or cost loading, and recommend acceptance or rejection against the schedule specification.
  • Verify reported progress against field records and inspection documentation, and challenge gains the data does not support before they carry a payment or a milestone.
  • Run critical path, longest path, and what-if analyses to test sequencing, recovery, and acceleration proposals, and reach a defensible position on whether the plan will hold.
  • Evaluate time extension requests and Time Impact Analyses, and issue written determinations addressing entitlement, concurrency, and float ownership.
  • Perform forensic schedule analysis on disputed delays using as-planned versus as-built, windows, and collapsed as-built methods, and document findings that stand up in negotiation, dispute resolution, and audit.
  • Perform schedule-risk assessments, identify drivers, quantify exposure with tools such as Monte Carlo simulations, recommend contingencies, and track mitigation actions to closure.
  • Integrate third-party interfaces, permitting, right of way, utility relocations, and long-lead procurement, so program-controlled obligations stay visible on the critical path rather than surfacing later as a claim.
  • Generate narrative reports, look-aheads, S-curves, and KPI dashboards for program leadership and oversight bodies, and flag critical-path risk early enough to act on.
  • Enforce schedule governance standards, maintain data integrity in scheduling tools, and mentor junior schedulers to raise overall planning maturity.

Minimum Qualifications
  • Bachelor's degree in engineering (civil, construction, structural, transportation, systems, or related engineering discipline).
  • 10+ years of scheduling experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience with full CPM baseline schedule development, resource or cost loading, progress updating, and variance analysis.
  • Experience evaluating time extension requests or Time Impact Analyses and documenting a position on delay and entitlement.
  • Proven ability to interpret project scope, drawings, and constraints and translate them into logic-driven and sequenced, resource-aware schedules.
  • Proficiency with industry standard project, construction, and risk management software (e.g., Primavera P6, TILOS, MS Project, Primavera Risk, Acumen Fuse, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
Preferred Qualifications
  • Master's degree in engineering (civil, construction, structural, transportation, systems, or related engineering discipline).
  • Active professional certifications such as PSP or CFCC (AACE), PMI-SP, PMI-RMP, or PMP (PMI), and/or CCM (CMAA).
  • Experience serving in an owner's rep capacity as lead scheduler on a highway, bridge, transit, aviation, or water and wastewater program exceeding $1B in total value.
  • Experience performing forensic schedule analysis using as-planned versus as-built, windows, or collapsed as-built methods consistent with AACE International recommended practice.
  • Experience supporting an owner through mediation, dispute review board, or arbitration proceedings on schedule delay claims.
Compensation Details

Expected Salary: $150k-$200k/year ($72-$96/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
