CobbFendley is seeking an experienced Municipal Senior Project Manager in our Albuquerque, New Mexico office.
Responsibilities
- Financial Management
- Utilize weekly budget reports, project reports, accounts receivable (A/R) reports, and staff utilization to manage projects and resources. Escalate to Regional Manager for additional staffing needs.
- Prepare scope of work (SOW), Levels of Effort (LOE) and schedules for projects. Identify out-of-scope requests and prepare proposals for additional authorizations.
- Responsible for collection of invoices from clients and other Project Manager's clients under their direction. Communicates with Regional Manager for delayed payment risk plans.
- Corporate Compliance + Risk Assessment
- Ensure completion of the contract and subcontract review process through the Contracts Department and appropriate filing and adherence to jurisdictional requirements and company-approved signature matrix protocol.
- Review and provide contract markups, negotiate client contract modifications with support from Contracts Department, and knowledge of contract modifications including indemnification, standard of care, insurance requirements, warranty, and payment terms.
- Negotiate payment terms with the client.
- Ensure the company QA/QC process is followed from proposals to final deliverables.
- Identify preclusions on pursuits and teaming opportunities.
- Communication + Collaboration
- Foster strong communication and collaboration within the department, other disciplines and regions, and with corporate resources, ensuring messages are understood and acted upon.
- Articulate project requirements, timelines, deliverables, and corporate directives clearly.
- Ensure project and company communication is provided to clients and staff, and manage multiple marketing pursuits, including resumes, project approaches, teaming efforts, QA/QC, and RFQ/proposal work.
- Client + Internal Satisfaction
- Be responsive, proactive, and provide solutions; address complex problems timely and follow up to ensure satisfaction post-resolution.
- Oversee multiple clients and maintain a professional rapport.
- People Development
- Ensure adequate staffing and recruiting of project team members.
- Delegate, train, mentor, and supervise junior to senior level staff and project managers to complete assignments.
- Provide timely feedback for annual evaluations.
- Exhibit leadership with clear goals and responsibilities.
- Technical
- Work on projects including: Drainage Area Maps; Closed Storm System Hydraulics; Roadway design and alignments; Sanitary Sewer Design and Force Mains; Waterline Design; Water & Wastewater Design of Plant; Project Manual Construction Contract & Specs; Permits & Regulatory; Technical Report Writing; Selecting Pumps; Lift Station Design; Developmental Plan Review; Construction Admin and Limited Inspection; Constructability Review; Coordinating Multiple Discipline Design; Construction Phasing; ADA Regulation; City of Engineering Services; Capital Improvement Plans; Impact Fee.
- Utilize software to complete project work: Microsoft Project; Bluebeam.
Qualifications
Experience + Knowledge (KSA)
- Expert — Deep and comprehensive knowledge with a high level of expertise; typically 20+ years of relevant professional experience within a discipline, including proven performance as a Project Manager IV.
- Knowledge of project management methodologies and lifecycle, industry standards, city, state, and federal rules and regulations, tools and software, and quality management.
- Skills including leadership, communication, time, risk, quality and financial management, negotiation, and problem-solving.
- Ability to think strategically, adapt to competing priorities, execute and delegate, communicate and collaborate with a high degree of accuracy.
Complexity + Decision-Making Authority
- Responsible for the success of projects of large or complex scope within a discipline. Must be listed as a Project Manager or Sponsor in Vantagepoint.
- Independently perform assignments, serve as key decision maker/subject matter expert, and address staff questions/concerns in project design/constructability.
Other Details
Work Environment and Hours
- Most work is in a professional office environment. Some trips to client offices and outdoor environments for observations will be required.
- Standard hours: roughly 40 hours/week, Monday–Friday, 7:30 AM to 4:30 PM CST. Hourly schedule may vary with project workload and field staff.
- Hybrid schedule eligible after training period per department policy.
