Job summary

NYC Department of Housing Preservation and Development seeks a Senior Project Manager for the Division of Special Needs Housing to oversee multiple housing and shelter projects from pre-development through rent-up.

You will coordinate with the Director of Development, program Deputy Directors, and HPD staff to meet ambitious production goals and ensure compliant, high-quality, cost-efficient design across SHLP, SARA and HHSI initiatives.

Qualifications

Responsibilities

• Serve as primary point of contact for project sponsors, consultants, and internal HPD departments.

• Assist sponsors with applications for capital and operating funds, including tax credits and rental assistance.

• Coordinate submissions of environmental reviews (CEQR/NEPA) and ULURP applications.
• Oversee loan closings, construction closings, and post-closing status tracking.
• Onboard and train other project managers and Division staff.
• Develop division resources and process improvements; report on project status.

About The Agency

The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.

As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.

Your Team

The Division of Special Needs Housing (DSNH), within the Office of Development, administers three loan programs/initiatives: the Supportive Housing Loan Program (SHLP), the Senior Affordable Rental Apartments (SARA) program, and Homeless Housing Strategic Initiatives (HHSI).

Your Impact

As a Senior Project Manager for DSNH, you will work on all three loan programs/initiatives:

• HPD’s Supportive Housing Loan Program (SHLP) makes loans to non-profit and for-profit developers of permanent supportive housing with on-site social services. Projects developed with SHLP funding must provide60% of units for homeless, disabled individuals or homeless families with a disabled head-of-household. The remaining 40% can be rented to households from the community earning up to 60% of the Area Median Income.
• The Senior Affordable Rental Apartments (SARA) Program provides gap financing in the form of low interest loans to support the construction and renovation of affordable housing for seniors, 62+ years in age, with low incomes.
• Homeless Housing Strategic Initiatives partners with DHS and other City Agencies on various homeless housing development initiatives including clusters conversion initiative, development of co-located permanent affordable housing with DHS shelters, and other development opportunities.

Your Role

In your role as Senior Project Manager, you will oversee housing and housing with shelter development activities from the earliest stages of pre-development through construction completion and rent-up, and will work closely with the Director of Development, program Deputy Directors, other project managers and HPD staff in order to reach the ambitious production goals set out in Block by Block. Development activities on projects that include a shelter element will also include permanent housing within the project scope.

Your Responsibilities

Your duties will involve managing development project activities for multiple supportive housing, senior housing and shelter projects, including:

• Serving as the primary point of contact for project sponsors, consultants, government agencies and other departments internal to HPD;
• Negotiating deal structure, funding commitments and other project requirements on behalf of HPD;
• Reviewing project proformas and performing other loan underwriting activities as needed;
• Assisting sponsors in preparing applications for additional capital and operating funds including tax credits, rental assistance and service funding;
• Working with architects, sponsors and HPD design review staff to ensure high-quality, sustainable cost-efficient design;
• Reviewing and coordinating submissions of required CEQR, NEPA and other environmental review reports;
• Coordinating submissions of ULURP applications for UDAAP and disposition of City-owned property;
• Working with HPD’s legal department to collect and prepare loan closing documentation;
• Coordinating construction loan and syndication closings;
• Tracking construction status of projects post-closing and assisting in resolution of construction disputes;
• Coordinating processing of construction requisitions and change orders;
• Onboarding and training other project managers and other Division staff;
• Developing Division resource materials and process improvements;
• Reporting on status of projects in predevelopment, construction, and operation.

In addition to the tasks described above, the individual hired will be expected to take on additional tasks as time allows which may include tracking workflow across the Division, participating in the development of RFPs, assisting the team directors and others with time-sensitive research and report production and additional administrative activities as required.

Preferred Skills

• Excellent verbal and written communication and strong interpersonal skills, strong analytical, organizational, and quantitative skills.
• Background in or knowledge of real estate finance, pro forma/spreadsheet analysis, and/or program implementation experience.
• Experience working for or with government agencies and government programs related to affordable housing development.
• Advanced experience utilizing and developing complex Excel spreadsheets and presentation software.
• Demonstrated ability to meet deadlines and manage multiple projects in a timely manner and to be a team player.

Minimum Qualifications

• A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
• High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
• Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
