Job summary

BL Harbert International is seeking an experienced Project Manager to lead a correctional facility project from preconstruction through turnover. You will oversee budgets, schedules, subcontractor performance, and quality compliance, while coordinating with owners and authorities.

The role requires strong leadership, extensive PM experience on large construction programs, and a proven track record in complex, secure facilities. Relocation or travel may be required as needed.

Qualifications

  • Bachelor’s degree preferred.
  • 10+ years of progressive commercial construction/project management experience preferred.
  • Prior correctional facility construction experience strongly preferred, including prisons, jails, detention centers, or similar secure facilities.

  • Partner with field team to align operations, schedule, cost, safety, and quality.
  • Lead owner, architect, engineer, subcontractor, and internal project meetings.

Job description

This position will support an upcoming correctional facility project. Previous experience managing the construction of correctional facilities, detention centers, jails, prisons, or other secure institutional facilities is strongly preferred.

Reports to:

Project Executive

Project Manager(s), Assistant Project Manager(s), Project Engineers, and other assigned project staff.

Job Duties & Responsibilities:

  • Provide overall leadership and management of the project from preconstruction through final completion and turnover.
  • Manage project profit and loss, budgets, forecasts, cost reporting, and overall financial performance.
  • Oversee development, maintenance, and execution of the project schedule.
  • Manage subcontractor procurement, buyout, contract administration, and performance.
  • Oversee change management, including change orders, pricing, documentation, and resolution.
  • Review and administer owner contracts and subcontract agreements.
  • Identify project risks and implement appropriate risk mitigation strategies.
  • Ensure project operations comply with contractual requirements, plans and specifications, quality standards, and applicable codes.
  • Partner closely with the Senior Superintendent and field team to ensure alignment between field operations, schedule, cost, safety, and quality.
  • Lead owner, architect, engineer, subcontractor, and internal project meetings as required.
  • Establish and maintain strong relationships with the Owner, design team, consultants, subcontractors, vendors, and other project stakeholders.
  • Oversee RFIs, submittals, procurement, project documentation, and other project controls.
  • Manage project staffing needs and provide leadership, mentorship, and development to project team members.
  • Coordinate closely with correctional authorities, facility representatives, security personnel, inspectors, and other agencies as required.
  • Ensure project teams and subcontractors comply with project-specific security protocols, access requirements, background screening, and controlled-site procedures.
  • Oversee procurement and coordination of detention equipment, security electronics, access control, surveillance, communications, and other correctional facility systems as applicable.
  • Manage coordination between detention/security systems and architectural, structural, and MEPF scopes.
  • Oversee testing, commissioning, inspections, punch list, owner training, closeout, and turnover of secure and operational areas.
  • Proactively identify and resolve issues that could impact cost, schedule, quality, security, or project delivery.

Requirements:

  • Strong leadership skills with demonstrated ability to manage large project teams and complex construction projects.
  • In-depth understanding of construction contracts, contract administration, change management, and risk mitigation.
  • Strong knowledge of construction means and methods, building components, and trade sequencing.
  • Demonstrated experience managing project budgets, cost forecasting, and financial reporting.
  • Strong scheduling knowledge and experience with Primavera P6 or similar scheduling software.
  • Ability to manage subcontractor procurement, buyout, scope development, and subcontract administration.
  • Strong understanding of quality control, safety, inspections, commissioning, and project closeout.
  • Ability to read and interpret construction documents, plans, specifications, contracts, and technical requirements.
  • Excellent organizational, leadership, interpersonal, negotiation, and communication skills.
  • Ability to effectively manage relationships with owners, architects, engineers, subcontractors, government agencies, and other stakeholders.
  • Must be willing to relocate or travel as required by the project.

Qualifications & Experience:

  • Bachelor’s degree in Construction Management, Building Science, Engineering, or related field preferred.
  • 10+ years of progressive commercial construction/project management experience preferred.
  • Demonstrated experience successfully managing large, complex, or high-risk construction projects.
  • Prior correctional facility construction experience strongly preferred, including prisons, jails, detention centers, or similar secure institutional facilities.
  • Experience with detention equipment, security electronics, access control, and other correctional facility systems is highly preferred.
  • Experience working with government or public-sector owners is preferred.
  • Experience managing complex MEPF systems and coordination.
  • Proven experience managing project financials, schedules, contracts, subcontractors, owner relationships, and project teams.
  • OSHA 30 certification preferred.
  • Proficiency with applicable project management, scheduling, and construction technology platforms.
