Job description

The Senior Project Manager is accountable for the safe, on-schedule, on-budget, and on-quality delivery of assigned data center projects, from award and kickoff through energization, commissioning, and Client turnover. Typical projects include new-build and expansion data halls, utility and electrical infrastructure, cooling plants, and supporting facilities for hyperscale, colocation, enterprise, and high-density/AI compute clients. The Senior Project Manager integrates engineering, procurement, construction, and commissioning into a single coordinated execution plan, serves as the Client's primary point of contact, and leads the multidisciplinary project team, including coordination between CTCI's offices.

Responsibilities
  • Lead the project from award through Client turnover; develop and issue the Project Execution Plan (PEP), baseline schedule, budget, and project procedures in alignment with the contract and Client requirements.
  • Own project cost, schedule, scope, and quality performance; maintain forecasts and estimates at completion, report variances to management and the Client, and implement corrective action to recover performance.
  • Manage fast-track, phased data center delivery, sequencing design, procurement, site construction, and commissioning to meet Client capacity-on-line (ready-for-service) dates.
  • Direct procurement strategy and expediting for long-lead electrical and mechanical equipment (switchgear, transformers, generators, UPS systems, chillers, and cooling distribution units), managing delivery risk against the construction and energization schedule.
  • Coordinate utility interconnection, power availability, and energization milestones with the serving utility and the Client and manage permitting and Authority Having Jurisdiction (AHJ) requirements for the project.
  • Direct the multidisciplinary engineering effort across the Asia design and engineering offices and the Houston engineering/EOR offices, ensuring the design, review, and PE stamping workflow delivers stamped Issued-for-Construction (IFC) drawings for each discipline scope on schedule.
  • Serve as the primary point of contact for the Client; manage expectations, regular progress reporting, change requests, change orders, and claims in accordance with the contract.
  • Develop and administer subcontractor and vendor contracts; evaluate bids, recommend awards, review invoices, and manage subcontractor performance and field coordination.
  • Oversee construction execution and site coordination with the Construction Manager and Site Manager, including constructability reviews, sequencing in live or adjacent operating environments, and field resolution of design issues through RFIs and field change requests.
  • Identify, assess, and manage project risks and opportunities; maintain the risk register and recommend appropriate contingency and mitigation measures.
  • Lead, develop, and evaluate project team members; establish the project organization, assign responsibilities, and foster a collaborative, high-performance team culture.
  • Review and approve the monthly project status report prior to issue to management; conduct project reviews and escalation significant issues to the Project Director.
  • Lead project close-out, including contract close-out, final accounting, lessons learned, and archiving project records.
Required Skills
  • Demonstrated ability to deliver complex mission-critical facilities, with working knowledge of data center electrical power systems (medium-voltage distribution, UPS, generators, PDUs) and cooling systems (chilled water, air-side, and liquid/high-density cooling).
  • Strong command of project controls, including scheduling (Primavera P6 or equivalent), cost control, earned value, forecasting, and document control platforms such as Procore.
  • Working knowledge of contract administration, change management, and claims avoidance on EPC, design-build, or similar delivery models.
  • Familiarity with data center standards and practices, including Uptime Institute Tier concepts, TIA-942, ASHRAE thermal guidelines, NFPA 70/70E, and commissioning methodology.
  • Must be an initiator and a finisher, able to perform under schedule and budget pressure while maintaining safety and quality.
  • Strong written and verbal communication skills, with the ability to manage executive-level Client relationships and to coordinate teams across multiple offices and time zones.
  • Ability to lead and develop a multidisciplinary project team and to manage subcontractors and vendors effectively.
Qualifications
  • B.S. in Engineering, Construction Management, or a related field required; M.S. or MBA preferred. PMP certification preferred.
  • Minimum 12 years of project management experience in EPC, design-build, or construction environments, including a minimum of 5 years managing data center or other mission-critical facility projects.
  • Proven record of delivering at least one large-scale data center project (hyperscale, colocation, enterprise, or AI/high-density compute) from award through commissioning and turnover.
  • Proven managerial experience required, including leadership of multidisciplinary project teams. OSHA 30-hour certification preferred.
