Provide comprehensive cost, schedule, baseline, and Earned Value Management System (EVMS) Project Controls services on assigned Project Teams.
Project Controls support services include executing the process responsibilities associated with the organization, development, analysis, implementation, and maintenance of program/project controls applications and measures necessary for decision-making and monitoring of planning, scheduling, cost engineering, and trend engineering established objectives.
Responsibilities include:
- Prepare project schedules and performance monitoring reports.
- Develop status and management reports identifying variances in work execution strategy.
- Provide timely feedback and recommend solutions to management to improve or mitigate cost, schedule, and estimating issues throughout the life cycle of a project, program, or other work activity.
- Support planning, scheduling, cost engineering, trend engineering, baseline management, and performance measurement activities.
- Provide Project Controls services in accordance with SRNS processes and procedures.
- Follow programmatic guidance provided by SRNS.
Required Qualifications
Education
Candidates must possess one of the following combinations of education and experience:
- Master's degree in Business, Construction Management, Technical, Engineering, or a related field and five (5) years of practical experience in project controls, including both cost and schedule control or related areas; or
- Bachelor's degree in Business, Construction Management, Technical, Engineering, or a related field and seven (7) years of practical experience in project controls, including both cost and schedule control or related areas; or
- Associate's degree in Business, Construction Management, Technical, Engineering, or a related field and eleven (11) years of practical experience in project controls, including both cost and schedule control or related areas; or
- High school diploma and fifteen (15) years of practical experience in project controls, including both cost and schedule control or related areas.
Experience & Skills
- Demonstrated proficiency in developing cost and schedule baselines, milestone schedules, Work Breakdown Structures (WBS), and spend-out plans to optimize the utilization of resources, equipment, manpower, and funding.
- Strong knowledge of DOE Order 413 requirements and Earned Value Management (EVM) principles.
- Advanced proficiency with Primavera P6 scheduling software.
- Advanced proficiency with project cost processing software (Cobra preferred).
- Experience with Acumen Fuse, PeopleSoft, and Oracle OBIEE is desirable.
- Advanced proficiency with the Microsoft Office Suite.
- Strong analytical, problem-solving, and interpersonal skills.
- Excellent written and verbal communication skills.
- Ability to perform field walkdowns and effectively interface with personnel and systems in the field when required.
