Job summary

Job description

COMPA Industries is searching for qualified candidates for an onsite Senior Project Construction Manager position supporting mission-critical construction and capital projects at the Savannah River Site in Aiken, South Carolina.

Pay: $80-$90 per hour
Location: Aiken, SC - Onsite
Schedule: Full-time, up to 40 hours per week
Citizenship: U.S. Citizenship Required
Clearance: Must be able to obtain and maintain a DOE "Q" security clearance
Travel: No travel anticipated
Overtime: May be required based on project schedules and deliverables

Mandatory Experience Requirement - Read Before Applying

Candidates must have:

A bachelor's degree in a technical discipline and 15-17 years of practical construction experience;

An associate degree and 17-19 years of practical construction experience; or

A high school diploma and 19-21 years of practical construction experience.

Candidates must also demonstrate:

The ability to work onsite at the Savannah River Site.

The ability to obtain and maintain a DOE Q security clearance.

Position Overview

The Senior Project Construction Manager will manage all aspects of construction projects and maintenance activities across multiple complex, multimillion-dollar projects critical to Savannah River Site operations.

This position is responsible for managing the physical construction of assigned projects and maintenance orders while ensuring that each activity is completed safely, within approved cost and schedule requirements, and in compliance with applicable technical, contractual, quality, and regulatory standards.

The selected candidate will provide senior-level leadership throughout the full project lifecycle, including conceptual design, construction planning, acquisition strategy, subcontract development, field execution, turnover, startup, and project closeout.

Safety is a primary responsibility in every activity. The Senior Project Construction Manager must make safety an integral part of each task and take the necessary steps to stop work when continuing the activity would be unsafe or create an unsafe condition.

Responsibilities

The Senior Project Construction Manager will:

Manage the physical construction of assigned projects and maintenance activities.

Ensure construction work is completed safely, within budget, and according to schedule.

Maintain primary responsibility for project safety, quality, cost, schedule, and technical performance.

Manage multiple complex construction projects critical to Savannah River Site operations.

Develop construction execution strategies for major capital projects.

Develop acquisition strategies for subcontracted construction and design-build contracts.

Support the development, negotiation, administration, and execution of large construction contracts.

Provide occasional oversight of major construction subcontract execution.

Establish and control project cost, schedule, and technical baselines.

Monitor project performance and identify deviations from approved baselines.

Develop and implement corrective-action and recovery strategies.

Provide construction input during conceptual design, detailed design, constructability reviews, Title II support, field execution, turnover, and completion.

Lead construction strategy reviews, design reviews, risk assessments, and project execution planning sessions.

Assign and manage exempt personnel, field resources, technical personnel, and matrixed staff.

Coordinate with project controls, engineering, procurement, operations, maintenance, supervision, quality assurance, and subcontract administration teams.

Optimize manpower, sequencing, resources, and construction efficiency.

Establish and maintain project goals, priorities, performance standards, and construction-management expectations.

Direct review boards and project teams in developing construction strategies and execution plans.

Develop and maintain subcontract functional policies, procedures, and guidelines.

Support the development and standardization of construction subcontract documents.

Analyze complex construction problems involving technical, organizational, contractual, financial, or operational issues.

Develop innovative alternative strategies to support the early achievement of project milestones.

Perform construction risk analyses and establish priorities for corrective actions.

Exercise decision authority when defining and approving corrective-action strategies.

Initiate and deliver concise and accurate oral and written presentations to internal and external stakeholders.

Communicate construction status, schedule changes, cost impacts, technical issues, organizational concerns, and new execution approaches.

Manage professional and nonexempt employees, including career development, motivation, performance reviews, and work assignments.

Provide leadership and guidance to project managers, supervisors, technical representatives, and construction personnel.

Ensure consistent application of construction-management standards and practices.

Ensure compliance with DOE requirements, Savannah River Site procedures, contractual obligations, safety standards, and quality requirements.

Exercise stop-work authority when unsafe conditions exist.

Required Education and Experience

Candidates must meet one of the following education and experience combinations:

Bachelor's degree in a technical discipline and 15-17 years of practical construction experience.

Associate degree and 17-19 years of practical construction experience.

High school diploma and 19-21 years of practical construction experience.

In-depth knowledge of construction principles, practices, strategies, and execution techniques.

Extensive experience with construction cost estimating, cost control, scheduling, and performance monitoring.

Strong subcontract administration and construction subcontract management experience.

Experience developing or evaluating construction strategies and techniques.

Experience managing complex, multimillion-dollar capital construction projects.

Experience establishing and maintaining cost, schedule, and technical baselines.

Experience managing project personnel, subcontractors, and multidisciplinary teams.

Strong knowledge of project planning and tactical project execution.

Experience supporting operations, maintenance, project startup, or construction-management activities.

Experience identifying construction risks and implementing corrective actions.

Strong written, verbal, presentation, and stakeholder-management skills.

The ability to work independently and exercise significant professional judgment.

The ability to lead teams in a highly regulated construction environment.

Preference will be given to candidates with:

Experience developing large construction contracts for line-item capital projects.

Experience developing acquisition strategies for subcontracted construction or design-build contracts.

Experience overseeing or managing subcontract or Subcontract Technical Representative programs at the Savannah River Site.

Experience developing Subcontract Technical Representative policies, procedures, or program guidance at the Savannah River Site.

Previous Savannah River Site construction-management experience.

Experience supporting constructability reviews and Title II engineering activities.

Experience supporting DOE, NNSA, nuclear, or other highly regulated construction programs.

Experience managing construction activities within an operating nuclear or industrial facility.

An active DOE L or Q clearance held within the previous two years.

Work Schedule

Savannah River Nuclear Solutions may utilize several work schedules, including:

The standard workweek is generally 40 hours. Each workday includes a 30-minute lunch period.

Overtime may be required to meet project schedules, construction milestones, and critical deliverables. Overtime will be used at management's discretion.

Security Requirements
  • U.S. Citizenship is required.
  • The selected candidate must be able to obtain and maintain a DOE Q security clearance.
  • An active DOE clearance is not initially required to perform assigned duties unless required for a specific work assignment. The selected candidate will be notified when to begin the clearance process.
  • Candidates who have held an active DOE L or Q clearance within the previous two years are strongly preferred.

Final employment is subject to applicable security, badging, background investigation, facility-clearance, and site-access requirements.
