Job summary

RTX is seeking a Program Operations Manager to coordinate procurement, assembly, test, and shipment of Advanced RF/EW systems. The role leads the Manufacturing team within a matrixed organization, partners across Engineering and Program Management, and travels up to 10%. On-site at Goleta, CA or El Segundo, CA.

The position requires strong experience in operations, budgeting, and cross-functional coordination, with a U.S. security clearance preferred.

Qualifications

• Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience.
• Experience in operations, manufacturing, program management, or project engineering.
• Experience managing budgets and/or performing cost account management activities.
• Experience coordinating cross-functional activities in a production or engineering environment.
• Experience using ERP or production planning systems (Special Program Access preferred).

Responsibilities

• Lead manufacturing advance planning to ensure paperwork, tooling, processes, and personnel are prepared to meet build schedules.
• Direct and coordinate the sequencing of work, including build and delivery activities, to ensure smooth operations and effective use of resources.
• Manage budgets and perform cost account management activities for labor and material.
• Coordinate manufacturing and test failure investigations and drive corrective actions.
• Resolve assembly, test, and procurement challenges, including manufacturing resource constraints.
• Manage and guide manufacturing and production personnel in a matrixed organization.
• Support proposals for new business and updates to existing programs.
• Communicate directly with internal and external customers through routine tag-ups and program reviews.
• Lead cross-functional teams by facilitating collaboration, removing barriers, and driving issues to resolution.
• Apply strong communication and interpersonal skills to influence outcomes, build alignment, and maintain effective working relationships across Engineering, Operations, and Program Management.
• Coach and mentor team members, fostering a collaborative environment and promoting continuous improvement behaviors.
