Job summary

Base-2 Solutions in Reston, VA is seeking a Senior Program Manager to lead execution of the SIA-3 IDIQ for the DIA and Defense Intelligence Enterprise, with full authority over performance, cost, schedule, quality, and risk across multiple global task orders. The role requires DoD/IC program management experience, PMP, Top Secret/SCI clearance, and the ability to coordinate with mission stakeholders, Task Order Managers, and senior leadership to ensure analytic quality and timely delivery.

Qualifications

• PMP certification or equivalent program management cert.
• 10+ years of DoD/IC program mgmt experience.
• Experience managing large, complex IDIQ or multi-task orders.
• Strong understanding of DIA analytic missions and enterprise coordination.
• Ability to manage cleared analytic/technical workforces at scale.

Responsibilities

• Serve as the single accountable PM for SIA-3 task orders across CONUS/OCONUS missions.
• Provide executive-level interface with DIA leadership, COs, and stakeholders.
• Oversee Task Order Managers aligned to MTAs and regional mission sets.
• Ensure analytic quality and tradecraft compliance ( ICD 203/206 ).
• Manage program risk, issues, and change control to prevent mission impact.
• Oversee cost, performance, and CDRL reporting using DCAA-compliant systems.
• Lead workforce planning, surge support, and continuity of operations.
