Qualifications

Responsibilities

  • Develop the defined programs strategic business case - covering all projects or programs within execution and delivery scope.
  • Define and fulfill benefits, objectives, and realization of success criteria.
  • Gather and record execution and delivery scope requirements.
  • Define the program RACI including roles and responsibilities.
  • Document lean, established methods, processes and procedures for managing projects and programs.
  • Produce and maintain the program framework / playbook and delivery methodology.
  • Maintain tools and templates aligned to the program execution plan and delivery methodology.
  • Implement an information management system integrated with execution processes.
  • Analyze, prioritize, and control projects and programs against strategic objectives.
  • Manage resource planning and forecasting aligned to the capital plan.
  • Identify stakeholders, maintain communication, and obtain input.
  • Manage the master schedule driven by data at project/program level.
  • Assess impacts of connected projects and resolve interface issues.
  • Analyze program risk and opportunities and their cost/schedule impact.
  • Define approach to continuous improvements aligned with benefits and targets.
  • Oversee capital project delivery within governance, schedule, and budget.

Job Description

Turner & Townsend are seeking an experienced Program Management Office (PMO) Senior Program Manager within our Program and Portfolio Management service line. The role will be focused within our Real Estate sector – the ideal candidate will have experience across multi sectors and have transferrable skills.

Core Responsibilities:

  • Responsible for the development of the defined programs strategic business case - covering all projects or programs within execution and delivery scope.
  • Responsible for the definition and the fulfillment of benefits, objectives, and the realization of success criteria - aligned to the approved strategic business case.
  • Responsible for gathering and recording of the execution and delivery scope requirements - documented in an overall program charter or execution plan.
  • Responsible for defining the program RACI inclusive of function and organizational roles and responsibilities.
  • Responsible for documenting lean, established methods, processes and procedures are used for managing projects and programs throughout a life cycle.
  • Responsible to produce and maintain the overall program framework / playbook – the document is inclusive of the program execution plan and delivery methodology.
  • Responsible for maintaining tools and templates aligned to the agreed program execution plan and delivery methodology.
  • Responsible for implementing an information management system integrated with execution processes and procedures developed to provide a 'single source of truth'.
  • Responsible for the analysis, prioritization, and control of projects and programs in line with the strategic objectives and team and organizations capacity to deliver.
  • Responsible for the management of resource planning and resource forecasting aligned to the strategic business case or capital investment plan.
  • Responsible for identifying strategic portfolio and program stakeholders, maintaining communication, influencing stakeholder involvement, and obtaining input as required.
  • Responsible for managing the program and portfolio master schedule that is driven by data at a project or program level.
  • Responsible for the assessment of impact or potential impact of connected projects, identifying methods for resolving issues in relation to interfaces across the program.
  • Responsible for analyzing program risk and opportunities trend and their respective cost and schedule impact.
  • Responsible for defining an overall approach to continuous improvements incorporating strategic objectives and alignment with defined benefits and targets.
  • Responsible for oversight of capital project delivery, ensuring projects are delivered according to process, within governance framework, and in line with schedule and budget expectations.
Qualifications
  • Bachelor's degree in construction management, engineering, project management, or a related technical field.
  • Candidate should have a minimum of 7 years of experience in the construction industry.
  • Proven record of successfully implementing processes and procedures on construction projects or programs.
  • Experience with managing a program of connected projects successfully with a collective value of $10M to $100M.
  • Competent user of data management software and systems for data management, analytics, and quality assurance
  • Self-motivated and dependable. Must have the ability to prioritize workload and be organizationally astute.
  • Demonstrate experience communicating and managing with multiple internal and external stakeholders such as design teams, client corporate real estate teams and contractors.
  • Demonstrate the ability to successfully complete and present program reports to Clients and articulate progress, change, key risks, issues and critical factors in a concise manner.
  • An articulate leader with business insight to balance commercial objectives against program compliance requirements.
  • Ability to lead a team to setup, mobilize and deliver a capital investment plan, program, or pipeline of connected projects.
