Job summary

AV is seeking a Senior Program Manager to lead a large federal contract focused on building and maintaining custom applications for MPO. The role requires extensive program and contract management across finance, security, and technical delivery, liaising with the COR and CO.

Location is Annapolis Junction with limited telework; the candidate must manage resources, schedules, and multi-vendor activities while ensuring compliance with FAR/DFAR and ICD 801 policies.

Qualifications

• Active Top Secret Security Clearance with Polygraph is required.
• 15 years’ experience managing federal programs and contracts of similar scope.
• 1 year experience using Earned Value Management to measure performance.
• Active PMP certification.
• Experience managing a PMO including requirements analysis, resource allocation, cost tracking, and reporting.
• Knowledge of FAR/DFAR, DoD 5000 series, and ICD 801 policies.
• Experience leading multi-task contracts and multi-vendor environments.

Responsibilities

• Manage and coordinate with Deputy PM Leads and Technical Leads for effective contract management.
• Allocate resources (staffing, facilities, budgets) on the contract.
• Draft and coordinate the contract transition plan.
• Review the Integrated Program Baseline or resource-loaded schedule and adjust as needed.
• Review and approve all earned value and financial reports.
• Assess risks and allocate budgets for risk mitigation.
• Prepare program status reviews for the COR.
• Ensure compliance with regulatory requirements and contract terms.
• Oversee recruitment and training of program staff.
• Coordinate deliverables, invoicing, milestones, and quarterly reviews.
