Job summary

NYC Department of Citywide Administrative Services Energy Management team seeks a Senior Program Manager, Agency Planning and Implementation to lead a 1–2 person team and coordinate with city agencies to meet LL97 energy and emissions targets.

You will oversee portfolio planning, project prioritization, and integration of energy efficiency and electrification into agency capital plans, while ensuring quality control and stakeholder alignment across multiple departments.

Qualifications

Energy Management serves as the hub for energy efficiency and emissions reduction throughout NYC government operations, supporting our agency partners progress towards the City's major emissions reduction and energy objectives. The Energy Management team concentrates their efforts in six areas: the City's energy supply, clean energy generation, demand response & load management, energy efficient operations & maintenance, energy efficiency retrofit projects, and energy training & innovation.

The Senior Program Manager, Agency Planning and Implementation will sit within DEM’s Operations Unit, which is responsible for delivering energy efficiency, clean energy, fossil fuel phase-out, and electrification projects across the City. The Senior Program Managers will be charged with leading a team of 1-2 staff which will work with our partner agencies to help them meet or exceed their energy and emissions reduction performance targets.

• Conducting portfolio-level planning for the agencies | Work with other DEM and agency staff to evaluate, prioritize, and sequence energy projects across the agencies’ portfolios given their LL97 targets. Prioritize sites for larger, multi-year (comprehensive) capital projects; identify replicable opportunities for simpler energy efficiency projects and operations and preventative maintenance work; help integrate energy and electrification projects into agency capital planning efforts; and recommend energy audits and assessments.
• Evaluating energy and emission reduction performance for agencies | Work with other DEM and agency staff to regularly evaluate each agency’s progress towards their LL97 targets. Work with their peers across DEM and senior leadership to ensure completion of projects, generate solutions for overcoming barriers, and identifying solutions to adjust overall sector strategy as necessary.
• Driving quality control and quality assurance efforts within and across internal teams | Work with other DEM staff to manage energy project evaluation, reporting, accounting, quality assurance and quality control, and data management. Act to ensure a high degree of timely completion and quality for project execution. Identify and coordinate DEM resources to help facilitate project delivery as needed.
• Supervising project managers and analysts | Supervising project managers and analysts within the team. The responsibilities of the Senior Program Manager are expected to include, but are not limited to, the following.

ENERGY CONSERVATION SPECIALIST - 22430

Minimum Qualifications

• A baccalaureate degree from an accredited college or university in architecture or architectural technology, biology; building science; chemistry; construction management; energy management; engineering, engineering technology; environmental science; facilities management; physics; or a related field; or
• Completion of an apprentice program, a minimum of two (2) years in length, in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
• Four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; or
• Education and/or experience equivalent to “1,” “2,” or “3” above. One (1) year of acceptable experience will be credited for every 30 semester credits of undergraduate education in any of the fields described in “1” above. One (1) year of acceptable experience will be credited for a master’s degree in any of the fields described in “1” above.

Special Note

• A Bachelor of Architecture degree that is the first professional degree in architecture from an accredited college; or
• A baccalaureate degree from an accredited college or university and a master’s degree in building science, energy management, or engineering from an accredited college or university; or
• After meeting the minimum qualification requirements, a master’s degree in any of the fields described in “1” above.
• After meeting the minimum qualification requirements, one (1) additional year of experience as described in “4” above;

To be eligible for placement in Assignment Level III, candidates other than Professional Engineers or Registered Architects must have, after meeting the requirements for Assignment Level II, one (1) additional year of experience as described in “3” above.

To be eligible for placement in Assignment Level IV, candidates must have either:

• A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law and at least one year of experience as described in “3” above as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in “1” above; or
• In addition to meeting the requirements for Assignment Level III, one (1) additional year of experience in a supervisory capacity, or as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in “1” above.

License Requirement

A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment.

Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.

Preferred Skills

• - A bachelor’s degree in engineering, architecture, energy management, construction project management, or a related field.
• - 4+ years of project management, ideally within public administration, capital project scoping and development, or budgeting.
• - 2+ years of experience in an energy consulting role, ideally with specialization in or focus on one or more of the following sectors: Commercial and Health Facilities or Education.
• - Experience with technical project management operations, including project planning, scope development, design and construction management, operations transfer, and project close-out.
• - Direct supervisory experience preferred managerial responsibilities within a project management matrix team will also be considered.
• - Knowledge of energy savings calculation and emissions calculation methodologies.
• - Possession of a motor vehicle driver license valid in the State of New York.
