PEO Digital is seeking a highly experienced Senior Program Manager to lead the execution of complex U.S. Navy Unified Communications Voice Systems (UCVS) and C4I programs supporting Naval Information Warfare Systems Command (NAVWAR)/NIWC. The successful candidate will possess extensive experience managing large-scale DoD programs while providing strategic leadership across technical, operational, contractual, and financial functions. This position requires a proven leader capable of managing multi-million-dollar Navy programs, directing cross-functional teams, overseeing subcontractor performance, and maintaining strong customer relationships while ensuring successful execution of all contractual requirements. The Program Manager will be responsible for program execution, financial performance, staffing, customer satisfaction, risk management, and delivery of technical solutions supporting Navy communications and enterprise voice infrastructure. This Hybrid position requires that you live within commuting distance from Suffolk, VA.

Responsibilities
  • Lead all aspects of program execution for Navy UCVS/C4I contracts, ensuring successful delivery of contractual requirements, technical performance, schedule, cost, and customer satisfaction.
  • Serve as the primary interface with Government Contracting Officers (KO), Contracting Officer Representatives (COR), Technical Points of Contact (TPOC), NIWC leadership, subcontractors, and corporate executives.
  • Direct technical, operational, and administrative teams supporting Equipment Support, System Support, Engineering, Installation, Sustainment, and Program Management activities.
  • Manage program financial performance including revenue forecasting, labor planning, indirect cost management, subcontractor expenditures, profitability, and monthly financial reviews.
  • Oversee contract funding execution by Contract Line Item Number (CLIN), Accounting Classification Reference Number (ACRN), and Contract Data Requirements List (CDRL), ensuring expenditures remain aligned with available funding and contractual limitations.
  • Monitor funded values, burn rates, Estimates at Completion (EACs), Estimates to Complete (ETCs), staffing forecasts, and revenue projections while proactively identifying financial risks and recommending corrective actions.
  • Prepare and present recurring program status reviews, financial briefings, and executive dashboards to corporate leadership and Government stakeholders.
  • Ensure timely submission of all required CDRLs, reports, invoices, deliverables, and contractual documentation.
  • Collaborate with Contracts, Finance, Pricing, Human Resources, Security, and Recruiting organizations to support contract execution, staffing, modifications, and growth opportunities.
  • Manage subcontractor performance, technical integration, and contractual compliance.
  • Identify program risks and opportunities while developing mitigation strategies to ensure successful contract execution.
  • Support proposal development, transition planning, staffing strategies, and business growth initiatives for follow-on opportunities.
  • Lead and mentor multidisciplinary teams while fostering a culture of accountability, innovation, collaboration, and continuous improvement.
Qualifications

Bachelor's degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, Computer Science, Business Administration, or a related technical discipline.

Experience

Active DoD Secret Clearance.

  • Minimum of fifteen (15) years of progressively responsible technical experience supporting complex DoD or Navy programs.
  • Minimum of eight (8) years of Program Management experience leading large-scale technology, engineering, or communications programs.
  • Minimum of five (5) years managing Navy C4I, telecommunications, Unified Communications, or enterprise voice programs.
  • Demonstrated experience managing multi-million-dollar Cost Plus, Firm Fixed Price (FFP), and/or Time & Materials (T&M) contracts.
  • Experience managing program financial performance including budgets, forecasting, labor planning, revenue recognition, subcontractor management, and contract funding.
  • Experience managing CDRLs, CLINs, ACRNs, contract modifications, and Government reporting requirements.
  • Experience supporting acquisition planning, systems engineering, technology assessments, systems design, and systems analysis.
  • Experience leading geographically dispersed teams supporting mission-critical Navy systems.
  • Expertise with AVAYA or CISCO telephony systems; experience with both is highly desirable.
  • Active DoD Secret Clearance (or ability to obtain and maintain one).
Knowledge & Skills

Thorough understanding of Federal Acquisition Regulation (FAR), DFARS, and DoD acquisition processes.

  • Working knowledge of NIWC/NAVWAR program execution and lifecycle management.
  • Strong understanding of contract funding, labor management, earned value principles, forecasting, and financial reporting.
  • Experience coordinating with Government customers, corporate executives, finance organizations, and subcontractors.
  • Exceptional written, verbal, and presentation skills suitable for executive and customer-facing engagements.
  • Proven ability to successfully manage complex technical programs with multiple stakeholders while balancing cost, schedule, scope, and technical performance.
  • Strong leadership, organizational, negotiation, and decision-making skills.
Preferred Qualifications

Master's degree in Engineering, Business Administration, Information Systems, or a related discipline.

Project Management Professional (PMP) certification.

  • Experience with both AVAYA and CISCO Unified Communications environments.
  • Experience supporting NAVWAR, NIWC Atlantic, NIWC Pacific, or other Navy enterprise communications programs.
  • Familiarity with Navy modernization initiatives, enterprise voice migration, cybersecurity requirements, and digital transformation efforts.
